Sec. A6-141. Membership.

The Commission shall consist of five members, each of whom shall be representatives of the five County supervisorial districts appointed by each Supervisor. The Board of Supervisors may also establish two additional at-large commissioners, whose positions shall be filled by rotating the "right of nomination" among the supervisorial districts, for a maximum of seven members.

Each Commissioner shall have a term of three years, except that two of the initial five members, who shall serve two-year terms, and a third one shall serve a one-year term. The initial reduced terms shall be decided by the drawing of lots at the first regularly scheduled meeting of the Commission.

No member shall be eligible to serve on the Commission for more than three consecutive terms in addition to any portion of an unexpired term which may have been served. A vacancy shall exist and shall be reported to the Board of Supervisors whenever a Commissioner fails to attend more than three consecutive regular meetings of the Commission without good cause entered into the minutes.
