The Office is administered by the County Counsel. Legal operations are supervised by four Assistant County Counsels. There are currently sixty full time staff attorney positions, distributed among the major practice areas below. Some attorneys are assigned work in more than one area of practice.
Health and Hospital Services provides legal services to the Health and Hospital System, including the Mental Health, Public Health, and Drug and Alcohol departments, Valley Health Plan and Valley Medical Center.
Intellectual Property Division (IPD) counsels all departments within the County in an effort to maximize the value and security of its intellectual property rights. IPD works closely with each department to develop and implement strategic business models with respect to these intellectual property rights, including procurement, protection, technology licensing, and litigation. IPD makes these highly specialized services available to other cities, counties, and public entities.
Social Services Agency team advises the Social Services Agency, including Aging and Adult Services, Employment Benefits Services and Administration; the Probate team advises the Public Administrator/Guardian on probate and mental health conservatorships and decedent estates.
Child Dependency represents the Social Services Agency, Department of Family and Children's Services (DFCS) for all Juvenile Court dependency proceedings.
Litigation provides legal services to ESA Insurance/Risk Management Department for the defense of tort, employment and civil rights actions.
Impact Litigation utilizes the court system and code enforcement to further the community interest goals of the County.
Personnel and Labor provides legal services to ESA, Labor Relations and to departments for personnel and labor relations matters.
Environmental Resources and General Government provides legal services to the Registrar of Voters, the Environmental Resources Agency, including the Parks and Recreation and Planning Departments; various General Fund departments, including the Finance Agency, Assessor, and General Services Agency and special districts.
Law and Justice serves County criminal justice agencies, including the Sheriff, the Probation Department, Department of Correction, District Attorney, Public Defender, Superior Court and Pre-Trial Services.
Workers' Compensation provides service to ESA Workers' Compensation Division for proceedings related to Workers' compensation claims by County employees.
Special Projects addresses areas of County-wide impact, including contracts, legislation, the Education Rights Project, Elder Financial Abuse Specialist Team and other areas.
