POP is a fast, free, and easy way for unwed parents to establish paternity. Parents sign a Declaration of Paternity, a legal document that says they are the child’s natural parents. It establishes a legal father for the child without requiring that the parents go to court.

Parents can complete and sign the Declaration at the hospital right after the baby is born. The hospital files the signed and completed form with the Department of Child Support Services, and paternity is established.
