Josh Davies
Interim EMS Division Manager

Josh has been with the EMS Agency since January of 2002. Prior to his service in Santa Clara County, he worked as a field provider, educator, and manger of Emergency Medical Services in both the public and private sector. He has managed prehospital education programs for the UCLA Center for Prehospital Care, served in municipal fire departments, private ambulance services, as a Deputy EMS Administrator in another county, and overseas as an international health/telemedicine officer. He is currently a member of the State Mission Support Team and is a Certified Emergency Manager (CEM) by the International Association of Emergency Managers. Outside of work, he enjoys travel and outdoor activities.

 

 

 

Eric Rudnick, MD, FACEP, FAAEM

Dr. Rudnick has been in Emergency Medicine for the past 19 years. He has a keen interest in EMS, toxicology and pediatric care. He was the Medical Director for the Emergency Department and EMS Director for St. Elizabeth Community Hospital, Red Bluff, from 1995 to 2003. He then transitioned to Nor-Cal EMS, the EMS oversight agency for 9 Northern California counties. He has active fellowship status with both American College of Emergency Medicine and American Academy of Emergency Medicine. He successfully completed the prestigious California Healthcare Foundation Fellowship for Medical Leadership and was active in the medical staff leadership of both Mercy Hospital Redding and St. Elizabeth’s Hospital. Other roles include the presidency of EMDAC (Emergency Medical Directors Association of California) and the founding President of the Medical Reserve Corp of Far Northern California. He lectures statewide on numerous topics in Emergency Medicine ranging from pediatrics to chemical warfare.  His most passionate interests are his wife (Deborah A. Sutcliffe, MD) and his two daughters Alaina (age 13) and Melinda (age 11).

Dr. Ghilarducci came to the EMS Agency in 2004, following an Emergency Physician residency, and from a long career in the fire service. He has seen all sides of the EMS process. He has a strong interest in research, quality improvement and evidence-based practice.

 

 

 

Jessica Pierog, DO

Jessica is an Emergency Medicine Physician at Stanford University Hospital and will be working at Santa Clara during her fellowship training in Emergency Medical Services. She completed her undergraduate training at Wellesley College in Massachusetts with a major in Neuroscience and attended medical school at Western University of Health Sciences in Southern California. After graduation she was drawn to the east coast where she completed her Internship and Emergency Medicine Residency at Lehigh Valley Hospital in Pennsylvania. She has a passion for research, the practice of evidence based medicine, and improving prehospital education and training.

Anne Marcotte has been a nurse for 40 years with experience in Emergency and Critical Care. She came to us from San Diego. She has been working in EMS agencies for the last 7 years. Currently she is the Quality Management Coordinator for the Santa Clara County EMS Agency. In her off time she likes to bake, walk her dog SugarPlum, and be a grandma to Marc.

 

 

 

Patricia Natividad

Patricia Natividad has worked as an Analyst with the EMS Agency since 2001. She initially managed the EMT Certification/ Paramedic Accreditation program. She is currently managing the Agency’s administrative program that includes budget tracking, contracts, and office management. She has received her Bachelors in Administration from San Jose State. She enjoys spending time with family, reading and watching movies in her free time.

John has been involved in EMS for 25 years and with the Agency for 7 years. He began his career in the Los Angeles area.

He holds a Bachelor’s in Healthcare Management and his primary work duties are concentrated on compliance communications and disaster medical-health planning activities.

 

Michael Clark

Michael is currently assigned by the EMS Agency to the Bay Area Urban Area Security Initiative (UASI) as a Project Manager and is responsible for projects related to the medical and health industry. He has been with the County for three years and prior to that, worked 5 years as an EMS Field Supervisor. Other endeavors include 10 years in the hi-tech industry as a corporate marketing specialist, and an additional 5 years in the 911 industry as a first responder. 

 

 

 

Kirsten Muehlenberg, RN

Kirsten Muehlenberg has been working as an EMS Specialist for the EMS Agency since 2007. She currently manages the prehospital certification, accreditation program, the Medical Volunteers for Disaster Response, and the Allied Healthcare Facilities Workgroup. Kirsten is a Registered Nurse with critical care and trauma experience. In her spare time this mother of three enjoys being a soccer and kickboxing Mom, horseback riding and riding her motorcycle.

 

 

 

Chris Seymour

Christopher has been working as a field provider in EMS since 1999. He has served in Contra Costa, Alameda, Santa Clara and Monterey County working as an EMT, ER Technician, and a 911 paramedic. He has a B.A. degree in Sociology / Anthropology and is currently completing his M.A. degree from Saint Mary’s College of CA. He is the newest member of the Santa Clara County EMS Agency and is the manager for the Medical Volunteers for Disaster Response (MVDR) program. In his spare time he enjoys time with his family and being outdoors.

 

 

 

Joyce Chung, MPH, PhD

Joyce has worked as an epidemiologist for the Santa Clara County Public Health Department since 2003 and more recently with the Emergency Medical Services (EMS) agency since 2007. She has worked in several different areas of public health: injury epidemiology, environmental and occupational health, maternal child health, and behavioral risk factor surveys.  She received her BA and PhD from UC Berkeley and MPH from Yale University. She is a native to the Bay Area and is married with two children. She enjoys reading, hiking, playing speed Scrabble.

 

 

 

Johnathan Seitz

Johnathan is the Logistics Coordinator. He has been working for the Santa Clara Emergency Medical Services Agency since July 2008. As a contractor he develops assessment tools, participates in the local partnerships, develops preliminary plans, and participates in exercises. His current project involves the Field Treatment Sites and the Medical-Health Trailers within our county. He plans on applying for his Associates Degree in Law Enforcement from DeAnza College in the fall.

Lilia is the administrative assistant to the EMS Division Manager. She is responsible for all of the forms and processes which fuel the day to day human resources activities for EMS. Lilia started in the county in May of 1996.  She worked for 11 years in Radiology prior to coming to EMS.

Laura Rapolla has worked for the Santa Clara County for the past 13 years, the last eight of which have been in EMS. She is the face of EMS. When you come in to the office to renew your certification or get a new certification she will be the sweet smiling person who helps you.
