In November, 2001 Santa Clara County began a GIS Strategic Plan development project to identify needs and opportunities for GIS among the County departments and define a near term and long term plan for its development and use. Major phases of the project include Needs Assessment, Strategic Planning, and Tactical Plan Development.

The GIS Strategic Plan also involves non-County government and private sectors within the region for a regional focus. The information obtained through the Needs Assessment process and industry best practices have been used to create a vision for using GIS technology in the County to provide timely and efficient service to the public.
