The Santa Clara County Housing Rehabilitation Program ("the Program") is part of the Office of Affordable Housing. Funds provided by the U.S. Department of Housing and Urban Development (HUD) are used to benefit participating cities and the unincorporated areas of the county by encouraging homeowners and landlords to improve their properties. Low cost loans are provided for home repairs to homeowners and landlords who meet eligibility requirements established by HUD and the local jurisdiction.
GENERAL ELIGIBILTY REQUIREMENTS

Owner-Occupied Single-Family Requirements

The property must be located within the unincorporated area of the County or in the participating cities of Los Gatos or Saratoga.

The home must be owner-occupied.

A mobile home is eligible depending upon the equity in the property.

The applicant must be on the title to the property.
- The maximum household gross income must be between at or below 80% of the annual median income of the San Jose SMSA, based on family size, as certified by HUD.

The owner must have and maintain homeowners insurance on the structure.

The owner must have adequate equity in the property to cover the amount of the loan.

Property tax payments must be current.

There cannot be certain type's of liens filed against the property.
Loan Terms for Single-Family Residences

AMORTIZED LOANS- A 15 or 20 year, amortized 3% simple interest loan with monthly payments.

DEFERRED LOANS- Eligible households may receive a 15 or 20 year, 3% simple interest, deferred loan.
Rental Rehab Unit Requirements

The property must be located within the unincorporated area of the County or in the
participating cities of Los Gatos or Saratoga

Property owners shall execute an agreement with the program not to refuse to rent to tenants holding Section 8 Certificates or vouchers.
- The maximum household income must be at or below 80% of median income. (see income limits)

The Rental Rehabilitation Program will select only those properties and units where post rehabilitation street rents are within Section 8 limits.

The property owner will execute an agreement with the Rental Rehabilitation Program agreeing to keep the units affordable and not convert ownership to any form of ownership not eligible to receive Rental Rehabilitation loans or convert to condominiums for 10 years.

Application Process

Complete either the Single-family or Rental Rehabilitation application.

After the application is received, a property site visit and interview will performed by the program staff. The site visit allows the program staff to determine a scope of work, access the needs of the applicant, and set a realistic loan amount needed to complete the scope of work.

If the applicant and the applicant's property is approved for a Housing Rehabilitation Loan, the project is sent out to bid to a group of the Program's licensed and approved General Contractors.

The Housing Rehab Program staff will oversee and manages the entire construction and rehabilitation process as well as the payments to the General Contractor.
