Welcome to the Office of Human Relations of Santa Clara County. The Office of Human Relations was first staffed in 1973, following the approval of an ordinance establishing the Human Relations Commission in February 1972. The first Director of the HRC was Frank Escobar. James P. McEntee, Sr. molded, developed, and refined OHR and human relations in Santa Clara County for 27 years, from 1976 to 2003. After Delorme McKee-Stovall served in an interim capacity, Richard Hobbs was appointed as Director in January 2005 and retired in 2008. Teresa Castellanos, Manager of the OHR Immigrant Relations and Integration Services (IRIS) Program, is presently the Interim Director. The Office of Human Relations provides critical community services within the Office of the County Executive and supports County commissions that advise the Board of Supervisors. Commited to the value of fairness, equity, and service, OHR works under the CEO and with the Board of Supervisors to respond to the needs of all people in Santa Clara County. Through community relations, conflict resolution, analytical support, stategic planning, direct services, and efficient administration, the Office of Human Relations joins the mission of the CEO to safeguard civil and human rights and to educate, inform, and advise those who administer and receive County services.
