UTC Facility Site Closure Program Draft EIR (File 9424)
The proposed project entails the closure, general restoration, and remediation of the United Technologies Corporation – Pratt & Whitney Rocketdyne (UTC-PWR) San Jose Facility. Between 1959 and 2004, the facility was used to design and manufacture solid propellant rocket motors for the U.S. Department of Defense as well as the aerospace industry.
Location: 600 Metcalf Road, East Hills of Diablo Range, southeast of the City of San Jose.

Hanson Quarry Reclamation Plan Amendment (File 2250)
The “project site” encompasses 917 acres of a 3,200-acre property. The proposed project entails a Reclamation Plan Amendment that will modify the previous 330-acre area covered by the 1985 Reclamation Plan, to include an additional 917 acres of mining and reclamation activity and extend the termination date by 25 years.
The overall project site is located in a hilllside area western Santa Clara County, west of the City of Cupertino, at 24001 Stevens Creek Blvd, near the intersection of Interstate 280 and Highway 85.
Public Comment Period – The Notice of Preparation has been republished and the comment period is now open until Wednesday, August 1st. Notices have been republished in the San Jose Mercury News, Cupertino Courier and other community newspapers.

Castro Valley Ranch Subdivision Draft EIR (File 8668)
The project proposes the subdivision of the 8,400-acre site into 16 parcels, ranging in size from 182 acres to 2,412 acres. The property is currently composed of 16 legal parcels, which would be reconfigured with this subdivision. Per the California Subdivision Map Act and County Ordinance, the adjustment of lot lines between five or more parcels shall be processed as a subdivision. As part of the required subdivision improvements, an access road will be improved, extending from Santa Teresa Boulevard through the property to Whitehurst Road and will serve most of the parcels. Two of the parcels (Lots 2 & 3) will obtain access off of a frontage road adjacent to Highway 101. One of these parcels contains an existing quarry. There also is an existing timber harvesting operation along the western portion of the property, proposed to be included within Lot 15. The majority of the ranch is currently used as a cattle ranching operation.
Location: West of Highway 101, southwest of Gilroy.

West Coast Aggregates proposes to expand operations at the existing Lexington Quarry located in the Limeklin Creek watershed approximately 1.4 miles east of Lexington Reservoir at the terminus of Limeklin Road. The expansion, which includes the issuance of a new Use Permit, would include (1) an expansion of the existing quarry boundaries, (2) modification of the existing mining and reclamation plans, (3) modification in the operating hours, and (4) an increase in the number of allowed daily truck loads.
In January 2005, the County of Santa Clara circulated a Draft Environmental Impact Report (DEIR) for the Lexington Quarry Use Permit and Expansion Project (SCH#201102104). Based upon comments received from agencies and the public, the project has been revised to address concerns about slope stability, reclamation of the slope above the West Basin, and other concerns, and the EIR is being recirculated. The purpose of this recirculation is to provide agencies and the public an opportunity to comment upon the revised project and feasible mitigation to avoid substantial adverse environmental effects, including new feasible project alternatives.

The Project is an amendment to the Santa Clara County Airport Land Use Commission’s Land Use Plan for Areas Surrounding Santa Clara County Airports (Land Use Plan) (“County CLUP”) and is undertaken pursuant to the ALUC’s authority under Public Utilities Code § 21670 et seq. The amendment includes the adoption of a new airport-specific Comprehensive Land Use Plan for San Jose International Airport (“SJC CLUP”)
Location: San Jose International Airport is a City-owned public use airport, located two nautical miles north of Downtown San Jose. The environmental setting consists of all of San Jose International Airport and the areas surrounding the Airport within the AIA in the Cities of San Jose and Santa Clara. Figures 4a and 4b in the Comprehensive Land Use Plan represent the land use designations within the Airport environs based on the current City of San Jose and the City of Santa Clara General Plans. The predominant land uses in the Airport environs are residential, industrial and commercial. The residential uses range from low density, single-family detached, to high density residential with commercial mixed use. There are also public /quasi-public, religious, recreational, and educational facilities.

Greer Residence (File #7747)
Project is a request for Single Building Site Approval with Cancellation of an existing Williamson Act Contract, to construct a new single-family residence with attached garage, septic system, driveway and improvements to the existing access road. The location and extent of the roadwork, along with the location of the proposed house, leach fields and other improvements are shown on plans on file at the County Planning Office (attached). The proposed two story house is approximately 5,532 square feet in size. The proposed residence and other associated improvements will entail grading of approximately 125 cubic yards of cut and 20 cubic yards of fill. Thomas Fleissner Residence (File #9119)
This application is for a Building Site Approval with Architecture and Site Approval, Grading Permit and Special Permit to legalize an existing primary residence with detached garage and a secondary residence. A Special Permit is required due to the distance between the primary and secondary dwellings exceeding 200 feet and the request to use two (2) separate driveways on the parcel for the separate dwellings. The secondary dwelling was constructed prior to 1947. A necessary leachfield must be incorporated into the proposal and must be located at least 100-feet from the top of bank of Little Uvas Creek. Rocha Residence and Agricultural Employee Housing (File #8291)
This application is for a Use Permit, Architectural and Site Approval, and Grading Permit for converting two (2) existing homes on-site to agricultural employee housing (one existing 691 sq. ft. mobile home, and one existing 1,833 sq. ft. residence). The agricultural housing units shall have access to domestic water from a well on-site, and a new septic system shall be constructed. The agricultural land uses on-site include: cows for dairy production, and a herb garden. Accessory structures for agricultural storage purposes to store cattle feed, and farm equipment will remain (9 barns, 4 sheds, and 1 structure to store water tanks). Two existing travel trailers will be removed from the site to accommodate room for the new septic tanks of the agricultural housing. (See attached site plan).
Also, the project includes constructing a new 2-story single-family residence for the owner (approximately 2,700 sq. ft. total), and associated driveway. The new residence shall have access to domestic water from a proposed well on-site, and a new septic system shall be constructed. Estimated grading associated with the new home and driveway equals approximately 750 cubic yards of cut, and 750 cubic yards of fill.
A grading violation was cited on the property in 2004 for filling in an existing drainage swale and realigning the swale to the northern side of the property. According to Land Development Engineering (LDE) staff's estimated figures: grading work to fill in the drainage swale was approximately 1,100 cubic yards, and grading work for the realigned drainage swale included approximately 2,115 cubic yards of cut, and 1,000 cubic yards of fill. The existing swale complies with County requirements.
Location: The project is located at 2640 Dunlap Avenue in an unincorporated area of Santa Clara County, adjacent to the city of Gilroy.

KMR Family Trust Property (File #9872)
The project is a request for Grading approval to repair a landslide that occurred several years ago from imported fill that became saturated from a leaking water line and subsequently slid into the creek. The project includes restoration of the affected portion of San Tomas Aquinas Creek that crosses five properties. Specifically, the project involves the construction of three Hilfiker gravity retaining walls that vary in height from eight to 18 feet. The design of the retaining walls allows for the area in between the walls to be re-vegetated, including hanging vines, to help blend the walls into the environment.
The estimated grading amounts for the project are approximately 7,700 cubic yards of cut, 5,600 cubic yards of fill and 700 cubic yards of export. The project includes the removal of 22 trees that are 12 inches in diameter or greater due to the construction of the retaining walls and associated cuts and fills. These include 17 non-native Blue Gum Eucalyptus, four Pine trees and one Monkey Puzzle Tree.
Location: The properties affected by the project are approximately one-acre (43,560 square-foot) sites, located within an unincorporated area between the Cities of Saratoga and Monte Sereno in the Santa Cruz Mountain Range. The landslide area is mostly located on the property located at 19420 Bainter Avenue (APN: 510-25-065), but the scope of the landslide repair will affect all five of the properties described in the project description. The area of the landslide remains undisturbed and is enclosed with orange plastic fencing to prevent activity within the area of the existing slide. The properties are all zoned RHS-d1 (Residential Hillsides, with a Design Review overlay zone). From offsite, there are very limited views into the site due to the mature tree canopy and hillsides in the surrounding area. Access to the properties to perform the work will be taken from Bainter Avenue, which is maintained by the County. The surrounding land uses are single-family residential and open space.
The proposed project is within the City of Saratoga’s Urban Service Area.

Vo Uu Buddhist Institution (File #9013)
This application is a request for Use Permit and Architectural and Site Approval to convert an existing single-family residence into a religious institution (Buddhist meditation center). Included in the scope of work is an addition of approximately 600 square feet and approximately 1,100 square feet of enclosed patio area to the existing building. The existing residence is 3,386 square-feet and has three bedrooms. The facility will house eight to 10 people who will live on-site (caretakers/nuns). During an average weekday 4-6 people could visit the facility, with a potential of 15 people on a typical Saturday. Average attendance on a Sunday will vary from about 30-50 people. The proposed project also includes hosting six (6) special events throughout the year (Lunar New Years, Buddha’s Birthday, etc.), which will be single-day annual events occurring between 9:00 AM to 4:00 PM. The maximum attendance at any of the annual special events will be 100 people. The facility will also be open from 10:00 AM to 2:00 PM Monday through Friday, 9:00 AM to 12:00 PM (Noon) on Saturdays, and 9:00 AM to 3:00 PM on Sundays. An outdoor covered BBQ area with extensive covered patio / deck towards the rear of the building is proposed. There will be a total of 56 parking spaces provided onsite that includes four compact spaces and two handicapped spaces. There is an existing septic system and two wells on site that will continue to be used. No outdoor amplified music/broadcasts are proposed. There is an existing sign on the property and no new signage is proposed at this time.
Location: The subject property is approximately 4.6 acre in size. It is located at 1300 Church Avenue in an unincorporated area of Santa Clara County. The parcel is within the San Martin Planning Area and is generally flat, with a slope less than 10 percent. The property was originally improved with a single-family residence of approximately 3,386 square feet, with a trellis and un-covered patio behind the house. The property is surrounded by residential development and Agricultural land.

Stevens Creek Quarry (File #1253)
The project is an amendment to the previously approved Reclamation Plan prepared for the Stevens Creek Quarry (SCQ). The proposed amendment addresses compliance issues identified by the State Office of Mine Reclamation (OMR), including encroachment of quarry slopes at the eastern edge of the mined area, and disturbance of areas outside the approved reclamation plan boundary. These areas include an approximately 9.5 acre wedge abutting the eastern edge of Parcel B, and an approximately 1.5 acre fill area located on the western edge of Parcel B. In addition, the proposed reclamation plan amendment includes an updated planting palette.

Britton Bigelow Residence (File #8278)
This application is for a Building Site Approval, Grading Permit, Design Review and an Open Space Easement to construct a 4,702 square foot single-family residence, encompassing an existing 750 square foot basement/garage, a second 744 square foot garage, a driveway and a fire truck turnaround. The present unimproved driveway will be developed to meet Fire Marshal standards. The Board of Supervisors approved a Type III Open Space Easement on March 20, 2007 for the subject property, rescinding the Williamson Act Contract.The proposed total grading for the project will be an estimated 1,970 cubic yards of cut and an estimated 100 cubic yards of fill with 1,870 cubic yards of material to be off-hauled. The breakdown of the estimated cut-and-fill amounts is as follows: 735 cubic yards of cut and 32 cubic yards of fill for the residence and garages; 436 cubic yards of cut and 68 cubic yards of fill for the driveway; 414 cubic yards of cut with no fill for the front yard and 385 cubic yards of cut with no fill for the back yard. The maximum depth of cut will be 18.5 feet and the maximum depth of fill will be 10 feet. The project will be served by a septic system the associated leachfield and one (1) well. Four (4) Live Oak trees will be removed to accommodate the improvements.
Location: The subject property is an approximately 10.5-acre parcel located at 10950 Watsonville Road about 1,600 feet south of Day Road in an unincorporated area of Santa Clara County, west of the City of Gilroy. Vacant land abuts the property to the south and east; an existing single-family residence abuts the property to the north; rural parcels with single-family residences and vineyards are located across Watsonville Road to the west.

Airport Land Use Commission Comprehensive Land Use Plan
The Project is an amendment to the Santa Clara County Airport Land Use Commission’s Land Use Plan for Areas Surrounding Santa Clara County Airports (Land Use Plan). The amendments include: (1) The adoption of two new airport-specific Comprehensive Land Use Plans (“CLUPs”), for South County (San Martin) Airport and Palo Alto Airport; and (2) a Map amendment of the County-wide CLUP to correct the South Safety Zone Map for runway 11-29 at San Jose International Airport to reflect a reduction in width and length in the south Safety Zone.
Location: The environmental setting consists of three of the public use airports in Santa Clara County (Palo Alto, San Jose International, South County Airport), and areas surrounding these airports. With respect to Palo Alto Airport, the surrounding land uses are the Baylands Conservation Area and a small area developed with commercial properties immediately east of Highway 101 on Embarcadero Road. With respect to South County Airport, the surrounding area includes residential property with small areas of publicly owned property, with Highway 101 bordering the Airport to the east. Land Uses surrounding the Southern area of San Jose International Airport are mostly commercial properties immediately southwest and a mixture of medium density residential and commercial properties to the south across Interstate 880..

The subject project entails grading and construction for a 25,000 sq. feet arena, an 8,000 sq feet shade structure, a 4,800 sq feet barn and associated driveway on a 9.8 acre residential property on Paseo Vista in San Martin. The subject project proposes to expand an existing private equestrian facility on the residential property for the boarding and exercising of horses owned by the property owner. According to correspondence submitted by the property owner, horses are purchased and sold from the project site; however, there are no commercial lessons and/or commercial boarding and training of horses occurring on site.
This initial study is being prepared as a revision to the CEQA documents initially prepared and circulated for the subject project due to identification of additional impacts of the project recognized during the public review period of the initial study and Mitigated Negative Declaration, dated Dec. 5, 2007.
