
In the strictest terms, initiatives are state-wide ballot measures that once passed, become law. The County of Santa Clara, as a political subdivision of the State of California, is subject to both Federal and State laws. Through the Board of Supervisors, the County also passes and adopts local laws (called ordinances) that govern activities ranging from land use, to public health and safety and more.
To implement these laws and guide the operation of programs and projects, Boards and Commissions are sometimes created and empowered as outlined by the law. The Board of Supervisors then appoint residents of Santa Clara County to serve on the respective Boards and Commissions.
