In 1972, the Santa Clara County Board of Supervisors created the Santa Clara Valley Transportation Authority (VTA) to oversee the region's transportation system with its primary responsibilities of the development, operation and maintenance of the bus and light rail system. In 1995, the VTA separated from the County of Santa Clara and and merged with the region's Congestion Management Agency to undertake another responsibility: managing the county's blueprint to reduce congestion and improve air quality. This dual charge will be accomplished through a combination of highway and transit capital improvements, lessened demand on the transportation system and improved land use planning.
In 1996, the County of Santa Clara passed Measures A and B to oversee the implementation of $1.5 billion of tansit and highway projects funded by a half cent sales tax. Most of the projects will be designed and constructed by Santa Clara County Valley Transporation Authority (VTA) staff and consultants through a cooperative agreement with the County.
