The County Charter is a legislative document adopted by the people of the County of Santa Clara. The Charter provides for the creation of the County and defines its powers and privileges and facilitates the governing of the County. The County Charter also provides the framework  to promote equal justice and enable the elected and appointed officers of the County to meet the social, economic, physical and  economic needs and goals of the people.
