The County of Santa Clara is one of the largest purchasers of goods and services in the County. The County conducts business with a wide range of providers from independent contractors to small businesses to large enterprises. The County exercises its power to contract only through the Board of Supervisors (Board) or a public official to whom the Board has delegated authority. 

The Procurement Department provides procurement services for County departments. County departments, through the Board’s delegated authority can procure services on behalf of the County.  Free and open competition, and equal opportunity for all qualified contractors and suppliers, is promoted. While the Procurement Department purchases materials, supplies, equipment, professional service, construction and maintenance, the County departments contracts for the health and human services. 

The Board’s approval may be required depending on the value or the type of goods or services being purchased.
