About the Course:

The Santa Clara County Justice Training Center (JTC) in affiliation with the California Commission on Peace Officer Standards and Training (POST) and Gavilan Community College present an intensive format Regular Basic Course (RBC) Academy. The Regular Basic course is the entry-level training requirement for all California peace officers, as specified in P.O.S.T. (Peace Officer Standards and Training), Regulation 1005. The course prepares each student by providing hands-on experience, including weapons training, role-play scenarios, patrol procedures, emergency vehicle operations (EVOC), and arrest and control techniques.


Target Audience:

This course is designed to meet the needs of California law enforcement agencies for training recruit candidates as California Peace Officers. This category of recruits is those who have successfully completed a hiring process with a California law enforcement agency and are sent by that agency to the Basic Academy.

Additionally, students desiring a career as a California peace officer may attend the RBC Academy as a “non-affiliate” (no agency affiliation) recruit after meeting minimum requirements. These recruits are responsible for paying for academy cost themselves. This would include additional costs (approx. $300-$400) normally absorbed by an affiliated agency (e.g., uniforms). Non-affiliate requirements can be reviewed by contacting Gavilan College in Gilroy, California.


Open to Outside Agencies: Outside agencies may attend our academy (pending availability). Past graduates have included personnel from over 10 agencies including other Sheriff's Offices (Monterey and Santa Cruz), local police departments (Salinas, Campbell, Los Altos, Oakland, Morgan Hill), university safety officers (San Francisco State and Stanford), and other government agencies (California Dept. of Insurance). (Outside agencies may be asked to provide ammunition, and will be financially compensated.)
Fitness Levels: The physical conditioning program of the academy consists of certain physical performance tests and a program of physical conditioning. This program meets the POST approved physical standards for safety members (peace officers). Physical conditioning will occur approximately three times per week during the entire six months of the academy. Listed are a description of both the physical performance tests and the content of the physical conditioning program.

The program of physical conditioning involves exercise focused on cardio respiratory endurance, strength, power, speed, and neuromuscular coordination. The intensity of the various exercises is individualized to the extent possible and is gradually increased throughout the course of the conditioning. Each exercise session lasts a minimum of 60 minutes and consists of a warm-up, a conditioning period focused on a primary training objective, and a cool-down period.


Physical Training Challenges: The JTC Basic Academy is a physical academy. In addition to the physical training that consists of running (including hills), push-ups, sit-ups, weight training and calisthenics, recruits are required to complete 80 hours of instruction in defensive tactics training. This includes ground control, baton training, control holds and take downs. Every precaution is taken by instructors to prevent injury to recruits but in dynamic training, physical injuries can and do occur. The majority of these injuries are muscle and joint strains/sprains.
Attendance Requirements: All recruits are expected to complete courses in their entirety. This includes assigned hours and assignments/projects that may be given to the recruits by the instructors. In the case of an unforeseen absence such as an emergency, the recruit shall not be considered complete in the course if he/she misses more than 5% (46.5 hours) of course hours. Course instructors may assign recruits additional projects and or work to satisfy minimum attendance hours with the approval of the JTC Coordinator.
