Financial Assistance
Checkbook,Piggy Bank, Financial Management PhotoThe mission of The Department of Employment and Benefits Services (DEBS) is, in part, to provide financial assistance to individuals and families with little or no income. Assistance is provided through a variety of publicly funded programs. If you meet eligibility requirements, one of the following programs may help you or your family with cash assistance:

Cash Assistance for Families with Children – CalWORKs
If you are the parent or caretaker relative of an eligible child or eligible children, you may be eligible to receive cash assistance through the California Work Opportunity and Responsibility to Kids (CalWORKs) Program.

General Assistance (Cash Loan for Adults) – GA
If you are NOT eligible for cash assistance from other State and/or Federal programs, you may be eligible for a cash loan through the General Assistance Program (GA). GA is a County-funded cash assistance program that helps individuals and couples who have no other means of adequate support. Anyone who receives GA money must pay it back to the County.

Unemployed GA recipients who are able to work are assigned to perform work at GA work projects.  They receive credit at the State minimum wage for the number of hours worked.  This is subtracted from the amount of GA to be repaid.

Refugee Cash Assistance Program (RCA)
If you have Refugee status, you may be eligible to receive cash assistance through the Refugee Cash Assistance Program. Under this program, adult refugees without minor children and refugee families that do not qualify for CalWORKs may be eligible to receive RCA benefits during the first 8 months of residency in the United States.

Cash Assistance Program for Immigrants (CAPI)
If you are an immigrant who is 65 years of age or older, or are an immigrant who is blind or disabled, you may be eligible for cash assistance through the Cash Assistance Program for Immigrants (CAPI). CAPI pays cash benefits to lawful noncitizens who do not qualify for SSI/SSP solely because of their immigration status.

Employment Assistance - CalWORKs Employment Services (CWES) Program
The CWES Program provides job-preparation services to CalWORKs recipients. Services include job preparation workshops, job-search assistance, employment counselor guidance, and/or job-related education or training. Child care, transportation, and other support services are also provided. The goal is for cash-aid recipients to find a job and eventually achieve self-sufficiency through upward mobility. All able-bodied adult recipients (unless exempt) must participate.
