CHAPTER I.
IN GENERAL

Sec. A5-1. Boundaries of District 1.

The boundaries of Supervisorial District No. One shall be as follows:

Beginning at the northeast corner of Santa Clara County, also being the common county boundary corner for Santa Clara County, Alameda County, Stanislaus County, and San Joaquin County, at Mt. Boardman; thence southerly following the meandering of the easterly boundary line of Santa Clara County to the common corner for Santa Clara County, Merced County, and San Benito County; thence in a general westerly direction following the meandering of the southerly boundary of Santa Clara County to the common corner for Santa Clara County, San Benito County and Santa Cruz County; thence in a general northwesterly direction following the meandering of the southwesterly boundary of Santa Clara County to the intersection with the line between Sections 26 and 27, in Township 8 South, Range 2 West, MDM, said line also being the southerly boundary of the Saratoga Union School District as described on pages 1 to 4, Saratoga Union School District - Certification of Legal Descriptions of School District Boundaries (Dated Feb. 1980, Revised July 01, 1991); thence along said southerly school district boundary as follows: northerly along the section line between said Sections 26 and 27, to the common section corner for Sections 22, 23, 26, and 27, in said T. 8 S., R. 2 W.; northerly along the west section line of the said Section 23 to the northwest corner of the Southwest Quarter of the Southwest Quarter of said Section 23; easterly along the East-West 1/16 Line of Section 23 to the northeast corner of the Southeast Quarter of the Southeast Quarter of said Section 23; easterly along the East-West 1/16 Line of Section 24, T. 8 S., R. 2 W., to the northeast corner of the Southwest Quarter of the Southwest Quarter of Section 24; southerly along the North-South 1/16 Line of Section 24 to the southwest corner of the Southeast Quarter of the Southwest Quarter of said Section 24; easterly along the south line of said Section 24 to the southeast corner of the said Southeast Quarter of the Southwest Quarter of Section 24; northerly along the North-South 1/4 Line of Section 24 to the northwest corner of the Southwest Quarter of the Northeast Quarter of said Section 24; easterly along the East-West 1/16 Line of Section 24 to the northwest corner of the Southwest Quarter of the Northwest Quarter of Section 19, T. 8 S., R. 1 W., MDM; easterly along the East-West 1/16 Line of Section 19 to the northeast corner of the Southwest Quarter of the Northwest Quarter of Section 19; northerly along the North-South 1/16 Line of Section 19 to the northwest corner of the Northeast Quarter of the Northwest Quarter of said Section 19; easterly along the north section line of said Section 19 to the intersection with the centerline of the unnamed branch creek paralleling Wood Acres Road; thence leaving said Saratoga Union School District boundary, meandering northeasterly along the centerline of said branch creek to the intersection with the centerline of San Tomas Aquino Creek, said intersection also being on the southern boundary of the City of Saratoga; thence easterly (approximately 150 feet) along the centerline of the San Tomas Aquino Creek, being also the boundary of the City of Saratoga to the point of intersection with the common boundary of the City of Monte Sereno and an Unincorporated Area; thence in a general southerly direction along said City of Monte Sereno and Unincorporated Area common boundary to the intersection with a northwesterly boundary of the Town of Los Gatos; thence in a general northeasterly direction following the meandering of the common boundary of the City of Monte Sereno and the Town of Los Gatos to an angle point in said common boundary at La Rinconada Drive and Winchester Boulevard; thence in a general westerly direction following the meandering of the boundary of the City of Monte Sereno with the common boundaries of the Town of Los Gatos and some Unincorporated Areas to the point of intersection with the centerline of San Tomas Aquino Creek, said point of intersection also being on the southeasterly boundary of the City of Saratoga; thence northerly along the centerline of the San Tomas Aquino Creek, also being the common boundary of the City of Saratoga and the Town of Los Gatos to the point of intersection with the common boundaries between the City of Saratoga, the City of Campbell, and the Town of Los Gatos, at Pollard Road; thence meandering easterly along the common boundary between the City of Campbell and the Town of Los Gatos to the intersection with the centerline of State Highway 17; thence southwesterly along the centerline of State Highway 17, also being the common boundary for the Town of Los Gatos and an Unincorporated Area, to an angle point in said common boundary for the Town of Los Gatos and an Unincorporated Area, said point also being the intersection with the northwesterly prolongation of the centerline of Wanda Lane (as it formerly existed), currently lying within the right of way of State Route 85 (West Valley Freeway); thence southeasterly along the common boundary for the Town of Los Gatos and an Unincorporated Area, also being the said northwesterly prolongation and said centerline of the former Wanda Lane within said State Route 85 to the intersection with the westerly boundary of the City of San Jose at South Bascom Avenue; thence meandering southerly and easterly along the common boundary of the Town of Los Gatos and the City of San Jose, to the easterly Town limits of the Town of Los Gatos, being approximately 100 feet west of the intersection of the centerlines of Begonia Drive and Blossom Hill Road; thence leaving the Town of Los Gatos boundary and continuing in a northeasterly direction along the centerline of Blossom Hill Road to the intersection with the centerline of Almaden Expressway; thence northerly along the centerline of Almaden Expressway to the intersection with the centerline of Capitol Expressway; thence easterly along the centerline of Capitol Expressway to the intersection with the centerline of Monterey Highway; thence southeasterly along the centerline of Monterey Highway to the intersection with the centerline of Senter Road; thence easterly and northerly along the centerline of Senter Road to the intersection with the centerline of Coyote Road; thence easterly along the centerline of Coyote Road to the intersection with the centerline of U.S. 101 (Bayshore Freeway); thence northerly along the centerline of U.S. 101 (Bayshore Freeway) to the intersection with the centerline of Yerba Buena Road; thence easterly along the centerline of Yerba Buena Road to intersection with the centerline of Villa Vista Road; thence southeasterly along the centerline of Villa Vista Road to the intersection with the centerline of Yerba Buena Creek; thence southeasterly along the centerline of Yerba Buena Creek to the intersection with the centerline of P.G. & E. Metcalf-Newark 220KV Tower Line, as shown on P.G. & E. Sunol-Moss Landing Map No. 204289 & 204290, sheet 19-20 of 42, dated 1948; thence northeasterly and northwesterly along the centerline of P.G. & E. Metcalf-Newark 220KV Tower Line to the intersection with the centerline of the Arroyo Aguague; thence northwesterly along the centerline of Arroyo Aguague to the intersection with the centerline of Upper Penitencia Creek; thence northeasterly along the centerline of the Upper Penitencia Creek to the intersection with the centerline of P.G. & E. Metcalf-Newark 220KV Tower Line, as shown on P.G.& E. Sunol-Moss Landing Map No. 204280, sheet 10 of 42, dated 1948; thence northwesterly along the centerline of P.G. & E. Beginning at the point of intersection of the centerline of the U.S. 101 (Bayshore Freeway) with the centerline of Coyote Road; thence westerly along the centerline of Coyote Road to the intersection with the centerline of Senter Road; thence southerly and westerly along the centerline of Senter Road to the intersection with the centerline of Monterey Highway; thence northwesterly along the centerline of Monterey Road to the intersection with the centerline of Capitol Expressway; thence westerly along the centerline of Capitol Expressway to the intersection with the centerline of Almaden Expressway; thence northerly along the centerline of Almaden Expressway to the intersection with the centerline of Curtner Avenue; thence southwesterly along the centerline of Curtner Avenue to the intersection with the centerline of Meridian Avenue; thence northerly along the centerline of Meridian Avenue to the intersection with the centerline of Fruitdale Avenue; thence easterly along the centerline of Fruitdale Avenue and its prolongation to the intersection with the centerline of Los Gatos Creek; thence meandering northerly along the centerline of Los Gatos Creek to the intersection with the centerline of Park Avenue; thence westerly and northwesterly along the centerline of Park Avenue to the intersection with the centerline of U.S. Interstate 880 (formerly Highway 17); thence southwesterly within the right of way of U.S. Interstate 880 to the southeast corner of the Original Incorporation Line of the City of Santa Clara at the easterly line of Section 11 T 7 S R 1 W, MDM, also being the common boundary line between the Cities of San Jose and Santa Clara; thence northerly along said common boundary line between the Cities of San Jose and Santa Clara and along said Original Incorporation Line to the centerline of the Union Pacific Railroad (formerly Southern Pacific Railroad); The boundaries of Supervisorial District No. Three shall be as follows:

Beginning at the point of intersection of the boundary line between the County of Santa Clara and the County of Alameda with the westerly original incorporation boundary of the City of Sunnyvale; thence southerly, easterly, and southerly along the westerly boundary of the City of Sunnyvale to an angle point in said City of Sunnyvale boundary at U.S. 101 (Bayshore Freeway); thence continuing northwesterly along said City of Sunnyvale boundary, and along U.S. 101, to the common boundary between the City of Sunnyvale and the City of Mountain View; thence meandering southerly along the common boundary between the City of Sunnyvale and the City of Mountain View to the intersection with the centerline of the El Camino Real (State Highway 82); thence southeasterly and easterly along the centerline of the El Camino Real to the intersection with the common boundary between the City of Santa Clara and the City of Sunnyvale, said intersection is approximately 150 feet east of Helen Avenue; thence meandering northerly along the common boundary between the City of Sunnyvale and the City of Santa Clara to the intersection with the centerline of the Mountain View-Alviso Road (State Highway 237), said intersection also being at Calabazas Creek; thence northeasterly and easterly along the centerline of said Mountain View-Alviso Road to the intersection with the centerline of the Guadalupe River; thence meandering southerly along the centerline of the Guadalupe River, to the common boundary between the Cities of San Jose and Santa Clara, at Trimble Road; thence meandering southerly along said common boundary between the Cities of San Jose and Santa Clara to the intersection with the centerline of the Union Pacific Railroad (formerly Southern Pacific Railroad) located approximately 1,600 feet southwesterly of Coleman Avenue; thence southeasterly along the centerline of the Union Pacific Railroad to the centerline of U.S. Interstate 880 (formerly State Highway 17); thence northeasterly along the centerline of U.S. Interstate 880 to the intersection with the centerline of U.S. 101 (Bayshore Freeway); thence easterly along the centerline of U.S. 101 to the intersection with the centerline of Berryessa Road; thence northeasterly along the centerline of Berryessa Road to the intersection with the centerline of the Coyote Creek; thence southeasterly along the centerline of the Coyote Creek to the intersection with the centerline of Mabury Road; thence northeasterly along the centerline of Mabury Road to the intersection with the centerline of King Road; Sec. A5-6. Redistricting of district boundaries.

This chapter is adopted pursuant to Elections Code § 21500 et seq. The supervisorial districts as described in Sections A5-1, A5-2, A5-3, A5-4 and A5-5 hereof have been adjusted and reestablished, following the 2000 decennial federal census, pursuant to the procedures described in Elections Code §§ 21500 and 21505.

CHAPTER II.
CLERK

Sec. A5-16. Recognized; appointment, supervision.

There shall be in the County a Clerk of the Board of Supervisors, who shall be appointed by the County Executive and shall be under the supervision of the County Executive.

Sec. A5-17. Duties, powers generally.

The Clerk shall act as secretary to the Board of Supervisors and take the minutes and correspondence thereof. The Clerk shall perform all the acts required of him by this Code or as required by general law to be performed by the County Clerk as ex officio Clerk of the Board of Supervisors or as directed by said Board. Subject to provisions of the Charter and this Code, the Clerk of the Board of Supervisors shall have power to appoint, suspend or remove all assistants, deputies, clerks and other employees necessary to conduct the work of the Department.

Sec. A5-18. To handle petitions, other communications.

The Clerk shall receive, on behalf of the Board of Supervisors, any and all petitions, applications and requests for the consideration of the Board, and shall file them for the Board and process them for errors.

Sec. A5-19. Duty to prepare agenda and reports.

The Clerk shall prepare the Board of Supervisors' agenda, assemble reports and such other annexes as may be on file for any cause on the agenda, and have them available for all members of said Board at its meeting.

Sec. A5-20. Recording, certification of votes.

The Clerk shall record the vote of the Board of Supervisors and issue certifications of such vote, order, resolution or act of such Board by affixing his signature and the seal of the Board of Supervisors upon the request of any party.

Sec. A5-31. Time and place of meetings.

Regular meetings of the Board of Supervisors shall be held in the chambers of the Board of Supervisors in the County Government Center, 70 West Hedding Street, San Jose, California, or in another location conspicuously posted. Tuesday at 9:30 a.m. shall be the regular meeting time of the Board unless the Board adjourns to another date and time or, consistent with general law, notices a meeting for another date and time.
