Sec. B1-11. Scope of regulations.

The provisions of this chapter apply only to printed matter which is primarily for the purpose of advertising as distinguished from literature, newspapers, magazines, or other publications which are published primarily for news or entertainment purposes. This chapter shall not apply to any printed matter primarily in the nature of protest or opinion literature.
