Breaking Cycles, Rebuilding Lives is award-winning research that examines the programs and services offered to female inmates at Elmwood Correctional Facility in Santa Clara County and contains information about what works with women, drawing heavily from Gender Responsive Theory.  As such, this report provides baseline information about what these women believe they need in order to successfully exit the jail system.  While an examination of data revealed an increasing number of women who were arrested on drug charges and domestic violence, the one-on-one interviews with inmates revealed compelling stories of despair and resilience, such as Amber's Story.
