BACKGROUND

In June of 1992, the Board of Supervisors for Santa Clara County established a vehicle registration fee of one dollar ($1.00) per vehicle to enhance programs that deter, investigate, and prosecute vehicle theft crimes pursuant to California Vehicle Code Section 9250.14. On February 17, 1994, the Santa Clara County Police Chief's Association created the Regional Auto Theft Task Force (RATTF) to ensure compliance with Vehicle Code Section 9250.14. On April 5, 1994, the Board of Supervisors approved the funding of the RATTF. On July 11, 1994, members from several county law enforcement agencies and the District Attorney's Office joined together to form RATTF.
