MISSION:

CIVU provides the Sheriff with knowledge and information to make informed judgments, to preserve the integrity and confidentiality of the information received, and take the necessary action to effectively counter and control the criminal activities of individuals and/or organizations involved in but not limited to: Prostitution, Unlawful Gambling, Extortion, Narcotics Trafficking, Loan Sharking, Bribery, Threats to Public Officials, Ritual or Occult Crimes, Special/Sensitive Investigations, Terrorism and/or Militia Groups, Vice & Pornography, Infiltration of legitimate business for illegitimate purposes.
Vice Control, Massage Establishment & Therapist Permit Licensing :

CIVU is responsible for receiving applications, background checks, maintenance of files, proctoring written examinations, overseeing practical examinations through appointed doctor, and issuance of massage and therapist permits in the unincorporated areas of Santa Clara County.
Conducts in-field site inspections for licensed massage establishments within the unincorporated areas of the County or contract cities (City of Cupertino, City of Saratoga, and City of Los Altos Hills).

Review and investigates any complaints received concerning licensed and unlicensed massage establishments/residences/premises within the unincorporated areas of the County or contract cities (City of Cupertino, City of Saratoga, and City of Los Altos Hills).

Conducts undercover vice operations for prostitution violations at licensed and unlicensed massage establishments/residences/premises within the unincorporated areas of the County or contract cities (City of Cupertino, City of Saratoga, and City of Los Altos Hills).
Dignitary/VIP Security & Protection Assignments:

CIVU is responsible for coordinating and/or assist in the preparation of operational orders for dignitary/VIP visits within the unincorporated areas of the county, Stanford University, contract cities, including Moffett Field Federal Air Station.

CIVU is the Sheriff’s Office liaison representative for Presidential and Vice-Presidential visits coordinated by the US Secret Service, visits by Heads of Foreign Countries coordinated by the US Department of State, visits from Former Heads of States coordinated by the California Department of Justice, and assisting allied law enforcement agencies with other VIP visits to Corporate Offices of major Silicon Valley companies.
Licensed Firearms Establishment Inspections :

Inspection of licensed firearms establishments for compliance of California Department of Justice regulations within the unincorporated areas of the county or contract cities.

These inspections include a CIVU checklist, a description of the establishment (including the address and surrounding location), description of security system, storage of firearms, signage requirements, photographs establishment, and current licenses.
Allied Agency Task Force Representation :
CIVU will take an active role in attending various Allied Agency Task Forces.
