Purpose of the RD Tool  

The purpose for using the Response Determination (RD) tool is to:

  • Determine:
      • Whether a response needs to be made to a report of child abuse or neglect.
      • The urgency of the response, if a response is required.
      • Who will respond.

  • Provide Screening social workers with a structure for organizing the information provided by the reporting party and obtained from a review of relevant child welfare records. 
  •  Document the recommended response to the referral.

Who Completes the RD Tool  

The Response Determination (RD) Tool is completed by Screening social workers whenever there is a referral created in CWS/CMS with one exception.  The exception is that a CAT-RD Tool is not completed for CWS/CMS referrals created from mailed-in reports, whether police reports or Suspected Child Abuse Reports.

Completing the RD Tool for a Joint Response Referral   When a Joint Response call from law enforcement is received in the Child Abuse and Neglect Center (CANC), a CAT RD Tool is completed.  After creating the Tool, the Screening social worker clicks on the Law Enforcement Assessment section of the Tool.  Check the box "Officer waiting: Immediate Response."  Other than filling in a signature and date, the Tool does not have to be completed any further.  The document does not have to be printed out.

Completing the RD Tool When There is a Removal by Law Enforcement Only  

When a child is brought into the Receiving and Intake Center by law enforcement without any social worker involvement, a CAT RD Tool is completed.  The tool is created by the staff person who creates the referral.  This is usually the Screening social worker, though the Receiving Center social worker may create a referral if there is not already a referral created in CWS/CMS when the child is brought to the Receiving Center.  After creating the Tool, the social worker clicks on the Law Enforcement Assessment section of the Tool and checks the box "Child removed by law enforcement."  Other than filling in a signature and date, the Tool does not have to be completed any further.  The document does not have to be printed out.

Completing the RD Tool  

Also refer to page 5 of the CAT User Guide.

  • One RD tool must be completed for every referral entered into CWS/CMS, except for referrals created from mailed-in reports, whether police reports or Suspected Child Abuse Reports.
  • One RD tool is completed for the entire family.



In completing the Response Determination (RD) tool, the Screening social worker:

  • Gathers information from the reporter by taking notes on the SC 22 (Child Abuse and Neglect Referral) or completes pages 1 and 2 of a blank hard copy RD Tool.
    • In Santa Clara County, using the SC 22 is optional to using the RD Tool to gather demographic information.

     
  • Asks the reporting party questions under the following sections of the RD Tool and documents the answers in the CAT RD wizard tool.
    • Standard Areas for Review
      • Avoid using "Unknown" as much as possible.  Answer the questions from the known facts.
    • Vulnerable Populations
         
  • Creates a referral in CWS/CMS and enters the referral information gathered on SC 22 and/or the CAT RD Tool.
    • A referral, including client notebooks, must be created before the RD tool is created in CWS/CMS.
  •  
  • Types in his/her name on the signature line in the Signatures section of the RD Tool wizard.

    It is not necessary to print out a hard copy of the RD Tool.  However, if a hard copy is needed for any reason, the Screening social worker:

    • Prints out pages 3 and 4 of the RD tool.
    • Signs the tool.


  • Prints out the Screener Narrative.
 
  • Attaches together to create the initial referral packet:
    • The SC 22 or, if using the optional CAT RD Tool, pages 1 and 2 of the RD tool.
    • Printed pages 3 and 4 of the RD tool.

Supervisor Approval of the Response Determination Tool  

Only RD Tools attached to referrals that are evaluated-out are reviewed and signed off by the CANC supervisor.  For referrals prioritized for in-person response, the Emergency Response Unit supervisor to whom the referral is assigned reviews and signs off on the RD Tool.   For referrals created as a result of Law Enforcement placing a child in temporary custody without social worker involvement, the Dependent Intake supervisor reviews and signs off on the RD Tool.

Dependent Intake Supervisor (Law Enforcement Response )

  • Reviews the Response Determination (RD) tool.

  • Types in his/her signature in the Signature section of the RD Tool wizard, indicating approval.
  • Clicks the Send for Analysis button, which sends the tool for analysis.
