Overview   The California Department of Social Services Manual of Policies and Procedures, Section 31-236(i)(4)(F) requires that at a youth be provided with a “proof of county dependency status ” which may be used to enable them to apply for sources of post-emancipation financial support including emancipation stipends, Supportive Transitional Emancipation Program (STEP), Transitional Housing Programs, educational scholarships and grants and health care.

Proof of Dependency Card  

A laminated, wallet-sized “Proof of Dependency” card has been developed to comply with the requirements of Section 31-236(i)(4)(F):

This card is provided to foster youth emancipating from the DFCS child welfare services or Juvenile Probation Department services, regardless of whether the youth received financial aid of any type.

Obtaining the Card  

To obtain a Proof of Dependency card, the social worker:

  • Contacts the Independent Living Program (ILP) via email, phone or in-person to make the request.
    • ILP Unit:
      • Telephone; (408) 501-6866
      • Email: ILP.Info@ssa.sccgov.org
    • The request may be made at the time the social worker submits the court report recommending dismissal of the case.
  • Provides the youth's full name, birth date and social security number.
    • Any request for verification of dependency required for foster youth who are still dependents of the Court is the responsibility of the youth's social worker.



Additional ILP Service

  • If a youth is no longer a Dependent, the youth can request the card by directly contacting the ILP Unit.
  • Contract ILP service provider agencies may refer a youth needing a card to the DFCS ILP Unit.
  • The ILP Unit will replace lost or stolen cards upon request.
