18-2.1  Placement Address Change for Foster Children Receiving SSI Benefits

Overview   Foster Children who are currently receiving Social Security Income (SSI) benefits are also eligible to receive Medi-Cal benefits covered by their SSI benefits. The Social Security Administration must be notified whenever there is a change in placement for SSI children in order for their Medi-Cal benefits to be continued and accessible in the child’s new residence.

DFCS Is The Payee  

For foster children who are currently receiving SSI benefits and DFCS is the representative payee for the children’s SSI benefits:

  • The social worker notifies the SSI Coordinator at (408) 271-7445 about the placement change and provides the coordinator with the full new address and telephone number.
  • The SSI Coordinator notifies the Social Security Administration about the child’s placement change and provides SSA with the child’s new address.
  • SSA makes the change in the SSA system.
    • The change is reflected on the MEDS screen after the Social Security Administration has made the change on its system.

  • The child's Medi-Cal benefits are continued and accessible for services, including when placement is out-of-county.
    • The social worker may contact the Foster Care Bureau’s MEDS Clerk at (408) 271-7400 to check on the child’s Medi-Cal status.

DFCS Is Not the Payee  

For the foster children who are currently receiving SSI benefits and DFCS
is NOT the representative payee for the children’s SSI benefits:

  • The Social Worker:
    • Identifies the current representative payee for the child’s SSI benefits.
      • The Social Security Administration will not release any information to the social worker or anyone who is not the child’s representative payee.
    • Directs the payee to contact the Social Security Administration regarding the child's change of address.

  • The child’s current representative payee notifies Social Security Administration about the placement change and provides SSA with the new address.
  • SSA makes the change in the SSA system.
    • The change is reflected on the MEDS screen after the Social Security Administration has made the change on its system.

  • The child's Medi-Cal benefits are continued and accessible for services, including when placement is out-of-county.
    • The social worker may contact the Foster Care Bureau’s MEDS Clerk at (408) 271-7400 to check on the child’s Medi-Cal status.
