The mission of the Roads and Airports Department is to operate, maintain, and enhance the County's expressways, unincorporated roads, and two general aviation airports in a safe, timely, and cost-effective manner to meet the needs of the traveling public.

The County Airports Administration is authorized by the Santa Clara County Code (Section A13-13 (c)) to "Plan, design, construct, maintain and operate County airports." The Board of Supervisors determines the level of service to be provided at the airports, and the Santa Clara County Airports Commission provides advice, studies, and recommendations to the Board on airport issues.
The daily operations of the County Airports are funded entirely by airport users fees and budgeted using the Airport Enterprise Fund. The airport department is completely self-sufficient; it does not use any General Fund tax dollars. Some special projects receive additional funding from the FAA and Caltrans.
The County Airports Administration operates and maintains the County's two general aviation airports at Reid-Hillview (RHV) in San Jose, and San Martin (E16) - comprised of 5 miles of runways and taxiways, 244 aircraft hangars, 305 aircraft tie-down storage spaces.
