ADVISORY COMMISSION ON CONSUMER AFFAIRS
The Advisory Commission on Consumer Affairs was established to assist and advise the Director of the Santa Clara County Department of Weights, Measures, and Consumer Affairs and to recommend to the Board of Supervisors appropriate action to be taken to protect the interests of consumers in Santa Clara County.
  
The Advisory Commission on Consumer Affairs was established by the Board of Supervisors in accordance with Santa Clara County Ordinance No. NS-300.197, adopted September 10, 1974, amended by Ordinance No. NS-300.515, adopted May 18, l993, Ordinance No. NS-300.607, adopted January 13, 1998, and last amended by Ordinance No. NS-300.748, adopted October 3, 2006.  
  
The Duties of the Advisory Commission on Consumer Affairs are: 1) Assist and advise the Director of Consumer Affairs; 2) Consult and cooperate with Federal, State, County, City, and other public and private agencies with the intent that duplication of efforts in the field of consumer protection will be avoided; 3) Receive complaints and inquiries from consumers and businesses regarding deceptive or unfair trade practices within Santa Clara County; 4) Refer to the Department of Consumer Affairs, the District Attorney, and other proper governmental agencies any complaints, inquiries, and other matters within the jurisdiction of those agencies; 5) Study the operation of State and local laws for consumer protection and recommend to the Board of Supervisors appropriate action to be taken to protect the interests of consumers in Santa Clara County; 6) Conduct public hearings on matters falling within the scope and function of the commission; 7) Render to the Board of Supervisors, at least once each calendar year, a report of its activities; 8) Subject to the approval of the County Executive, request of any County Department information, services, facilities, and any other assistance for the purpose of furthering the objectives of the Commission.  
  
The Commission shall consist of nine (9) members appointed by the Board of Supervisors. Staff assistance shall be provided by the Director of Consumer Affairs. The District Attorney may assist in a non-voting advisory capacity. The overall composition of the Commission shall reflect the following:.  
  
A) Eight citizen members that reflect the interests of a cross-section of consumers, including senior citizens, homeowners, tenants, low-income persons, labor organizations, and volunteer consumer groups.
B) One member shall hold an at-large position and shall be an attorney nominated by the Santa Clara County Bar Association.
C) One citizen member shall be appointed by the individual supervisors for their respective supervisorial district. The remaining three citizen members and the member nominated by the Santa Clara County Bar Association will be appointed by the individual supervisors on a rotating basis.  
  
The term for each member shall be three years and until his/her respective successor is appointed and qualified. No member shall be eligible to serve on the commission for more than three consecutive terms plus any unexpired term. The Board of Supervisors may waive the foregoing limit upon consecutive terms in office for any members when it finds that no qualified persons are known to be available to serve.

ADVISORY COUNCIL TO THE COUNCIL ON AGING
The purpose of this Advisory Council shall be to serve as the advisory body to the Council on Aging Board of Directors and to serve as a principal independent advocate on behalf of older persons within the planning and service area.
  
The Code of Federal Regulations section 1321.57 states, "The area agency shall establish an advisory council. The council shall carry out functions which further the area's mission of developing and coordinating community based systems of services for all older persons in the planning and service area." Together, The Older Americans Act of 1965 (as amended) and The Older Californians Act established that the Area Agencies on Aging shall call upon citizens to advise on issues affecting older persons.  
  
The duties and powers of the Advisory Council are: 1) Serve as an advisor to the Council on Aging Board of Directors; 2) Act as an independent advocate for older persons, taking positions on matters pertaining to federal, state and local policies, programs and procedures and any legislation affecting older persons and informing local senior advocates and organizations of pending legislation; 3) Disseminate information of interest and concern to older persons; 4) Be actively involved in the development, implementation and monitoring of the Council on Aging area plan, hold public hearings on the area plan in order to promote informed input; 5) Take leadership in developing a coordinated aging advocacy network within Santa Clara County, and work cooperatively with other networks in California and elsewhere, including the California Commission on Aging, in the interest of older people.  
  
Commission shall be composed of a maximum of thirty six (36) members. However, the Board of Supervisors only appoints to five seats.  
  
A. Each member of the Board of Supervisors shall appoint one person who is 60 years of age or over.
b. Each city council with a recognized senior citizen advisory body shall with the advice of such body, appoint one person who is 60 years of age or over.
c. Three agencies which have an interest in the elderly citizens of Santa Clara County shall each appoint one person. One of these persons shall be from the nutrition program, one from the health department and one from the intergovernmental council.
d. In addition to all members listed in parts a through c, there shall be six members as follows: One member who represents the interests of the mobility impaired community, two members from the Hispanic community, one member from the Pacific/Asian community, one member from the Black community, and one member from the Native American community.
e. Six members at large shall be elected.
f. Three members, each of whom represent one of the following senior organizations: Retired Public Employees' Association, Federation of Retired Union Members, and the American Association of Retired Persons.

AGRICULTURAL PRESERVATION TASK FORCE
The Santa Clara Valley Agricultural Task Force was created to support growth of the regional agricultural economy in Santa Clara Valley in four focus areas:
1) Land use policies.
2) Regional agricultural conservation easement program and voluntary incentives.
3) Agricultural economic development strategy.
4) Branding, education and awareness.
  
The Santa Clara Valley Agricultural Task Force was established by the Board of Supervisors on January 9, 2018.  
  
The Agricultural Preservation Task Force is tasked with developing specific recommendations for how to implement the strategies presented in the Santa Clara Valley Agricultural Plan and to identify possible funding streams to support the strategies in the Plan.  
  
The Agricultural Preservation Task Force shall consist of eight (8) members of the public-at-large, the County Executive or his designee, and shall be co-chaired by Supervisors Cortese and Wasserman.  
  
The eight (8) members of the public-at-large shall demonstrate interest, competence or knowledge in the history of Santa Clara County, or in Agriculture.  
  
The Agricultural Preservation Task Force shall exist for six months, commencing upon the date of its first meeting, subject to extension by the Board of Supervisors.

AIRPORT LAND USE COMMISSION
The Airport Land Use Commission shall assist local agencies in ensuring compatible land uses in the vicinity of all airports; coordinate planning at the state, regional, and local levels so as to provide for the orderly development of air transportation; prepare and adopt an airport land use plan; and, review the plans, regulations, and other actions of local agencies and airport operators.
  
California Public Utilities Code section 21670 mandates the Board of Supervisors to designate a body to perform the powers and duties of an Airport Land Use Commission. The Board of Supervisors in accordance with Ordinance No. NS-300.362 adopted November 23, 1982, established the Airport Land Use Commission. Later, amended by Ordinance No. NS-300.362.1, adopted March 6, 1984, by Ordinance No. NS-300.582, adopted December 12, 1995, by Ordinance No. NS-300.663, adopted August 13, 2002, and by Ordinance No. NS-300.892, adopted February 9, 2016.  
  
The Commission shall consist of seven voting members and seven proxy (alternate) members. Proxy members are appointed by each regular member.  
  
Members shall be selected as follows: 1) Two to be appointed by the Cities Selection Committee; at least one, and preferably both, of these members must represent a city adjacent to an airport. 2) Two representing the County to be selected by the Board of Supervisors. 3) Two having expertise in aviation, appointed by a committee comprised of the aviation director of the San Jose International Airport, the Director of the Palo Alto Airport, and the Director of the County Roads and Airports Department. 4) One representing the general public to be selected by the other six members of the Commission.
Qualifications of appointees to the Airport Land Use Commission are:
a. Appointees may be elected or appointed officials, public employees or members of the public who would be considered eligible for appointment to the County Commissions.
b. An individual having “expertise in aviation” is one who by virtue of education, training, experience or vocation or avocation has acquired and possesses particular knowledge of and is familiar with the operation, function, and the role of airports or is an elected official of an agency, which owns or operates an airport.  
  
Each commissioner shall serve a term of four years. No member shall be eligible to serve on such Commission for more than three (3) consecutive terms in addition to any portion of any unexpired term, which may have been served.

AIRPORTS COMMISSION
The general purpose of the Commission shall be to provide policy guidance to the Board of Supervisors and the Transportation Agency on the planning and operation of general aviation airports operated by Santa Clara County; to provide a public forum for all parties interested in County airport planning and operations; and, to establish effective working relationships with the various community and government organizations concerned with airport operations in Santa Clara County.
  
The Board of Supervisors, in accordance with Santa Clara County Ordinance No. NS-300.359, adopted August 17, 1982, established the Airports Commission.  
  
The Commission shall have the following functions and duties: 1) To advise on matters of policy concerning the operations on long-term financing, capital improvements, and the acquisition of land or airspace for the County Airport System; 2) Review and make recommendations on any research studies funded under grants or otherwise, prior to final consideration of the studies by the Board of Supervisors; 3) Be aware of airport land use issues and provide input to the Airport Land Use Commission (ALUC); 4) Study, advise, and make recommendations to the Board of Supervisors and other County agencies concerning cooperation with military airports and possible joint use arrangements; 5) Assist in the implementation and ongoing review of the County Airports Master Plan; 6) To provide a forum to facilitate an exchange of ideas among all parties interested in County airports; 7) To aid in the utilization of airport property in order to provide maximum benefit to the citizens of the County; 8) To review, evaluate, study, and advise regarding technical developments such as safety, noise control methods, navigation aids and ground support equipment; 9) To provide ongoing evaluation of the impact of airports on local transportation systems, and to establish open communication with the Transportation Agency, Transportation Commission, and the Airport Land Use Commission; 10) To explore workable ways to finance improvements at airports; 11) To study and make recommendations regarding security at the airports; 12) To review and recommend airport rules and regulations as proposed by the Transportation Agency; 13) To study, advise and make recommendations to the Board of Supervisors concerning Santa Clara County’s participation in regional airport planning or operating authorities, with special emphasis on articulation with the City of San Jose.  
  
The membership of the commission shall consist of seven (7) Santa Clara County residents, appointed by the Board of Supervisors.  
  
Members shall be selected as follows:
a) Three members shall be representatives from the county aviation community, active pilots, aircraft owners, fixed base operator (FBO) owners, representatives for aircraft users, or employees in the airline industry.
b) Four members shall be from the general public and shall not be active pilots, aircraft owners, fixed base operator (FBO) owners, representatives from the aircraft users, or employees in the airline industry.  
  
The term of office of all members shall be four years. No member shall be eligible to serve on such Commission for more than three (3) consecutive terms in addition to any portion of any unexpired term, which may have been served.

ALDERCROFT HEIGHTS COUNTY WATER DISTRICT
The Aldercroft Heights County Water District provides retail water services to residents of a rural unincorporated area within the Santa Cruz Mountains. The District
was established on June 27, 1958 by Water Code § 30000 et seq. A map showing the district boundaries is available at http://www.santaclaralafco.org/maps.
The five members of the Board of Directors are elected at large to four-year terms. Directors must be residents of the district and registered voters.
The district is subject to the provisions of the Uniform District Election Law (UDEL), pursuant to section 30068 of the Water Code. Under UDEL, on the 125th day prior to the day fixed for the general district election, the district secretary shall deliver a notice to the county elections official that contains the elective offices of the district to be filled at the next general district election, specifying which offices, if any, are for the balance of an unexpired term. (Elec. Code, § 10509(a)).
If, by 5 p.m. on the 83rd day prior to the day fixed for the general district election: only one
person has filed a declaration of candidacy for any elective office to be filled at that election, no one has filed a declaration of candidacy for such an office, or the number of persons who have filed a declaration of candidacy for director at large does not exceed the number of offices of director at large to be filled at that election, and a qualifying voter petition has not been submitted to the Registrar of Voters requesting that the general district election be held, the Registrar of Voters shall submit a certificate of these facts to the Board of Supervisors and request that they, at a regular or special meeting held prior to the Monday before the first Friday in December in the year in which the election is held, appoint to the office or offices the person or persons, if any, who have filed declarations of candidacy. ANIMAL ADVISORY COMMISSION
The Animal Advisory Commission shall act in an advisory capacity to the Board of Supervisors on all matters specified in Section B4-124 of the Santa Clara County Ordinance Code.
  
The Animal Advisory Commission was established by Santa Clara County Ordinance No. NS-300.391, adopted January 22, 1985, and amended by Ordinance No. NS-300.461, adopted April 24, 1990, Ordinance No. NS-300.607, adopted January 13, 1998, Ordinance No. NS-300.745, adopted April 25, 2006, and Ordinance No. NS-300.753, adopted December 12, 2006.  
  
The powers and duties of the commission shall be as follows: 1) To aid in coordinating and promoting pet population control measures; 2) To work with the County Office of Education on curriculum for humane education and responsible pet ownership in the schools as required by California state law; 3) To investigate and find alternative ways of achieving an animal shelter at minimum cost to the taxpayers; 4) To make suggestions to the staff of the Public Services Department to strengthen the county animal control program; 5) To serve as an information and referral source on animals by working with the public and private animal welfare groups; 6) To educate the public about the seriousness of the animal control problem; 7) To advise the Board of Supervisors on any matters concerning animal control. 8) To render to the Board of Supervisors at least once each calendar year a report of its activities, whereupon the Board of Supervisors may review the effectiveness and performance of the Commission.  
  
The Commission shall consist of seven (7) members appointed by the Board of Supervisors.  
  
Members shall be selected as follows:
a) Five (5) members shall be nominated and appointed from each of the five Supervisorial Districts. Composition shall be representative of a cross section of the community and be limited to persons interested in animal welfare.
b) It shall include one (1) official representative nominated by the Santa Clara Valley Veterinary Medical Association.
c) One (1) official representative selected by the Board of Supervisors from nominations received from nonprofit or public benefit humane organizations located in Santa Clara County.

BAIL AND RELEASE WORK GROUP
The Santa Clara County Bail and Release Work Group ("BRWG") was established by unanimous action of the Board of Supervisors on February 25,2014. The Board of Supervisors directed that the BRWG shall operate for an eighteen-month period commencing on September 29,2014, subject to extension by the Board of Supervisors.

BAY AREA AIR QUALITY MANAGEMENT DISTRICT
The California Legislature created the Air District in 1955 (California Health and Safety Code 39000 - 40276) as the first regional air pollution control agency in the country. The Air District is tasked with regulating stationary sources of air pollution in the nine counties that surround San Francisco Bay: Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, southwestern Solano, and southern Sonoma counties. It is governed by a 24-member Board of Directors composed of locally elected officials from each of the nine Bay Area counties, with the number of board members from each county being proportionate to its population.
The Board oversees policies and adopts regulations for the control of air pollution within the district. The Board also appoints the Air District’s Executive Officer/Air Pollution Control Officer, who implements these policies and gives direction to staff, as well as the District Counsel, who manages the legal affairs of the agency. The Air District consists of over 340 dedicated staff members, including engineers, inspectors, planners, scientists, and other professionals.
The Air District is assisted by an Advisory Council that provides input to the Board and the Executive Officer on air quality matters and a Hearing Board. The Hearing Board is an independent, five-member body that serves to adjudicate regulatory compliance issues that may arise between the Air District and local industries, and also hears appeals of permitting decisions made by the Executive Officer.

BAY AREA WATER SUPPLY AND CONSERVATION AGENCY BOARD OF DIRECTORS
The Bay Area Water Supply and Conservation Agency (BAWSCA) was created on May 27, 2003 to represent the interests of twenty-four (24) cities and water districts, and two (2) private utilities, in Alameda, Santa Clara and San Mateo counties that purchase water on a wholesale basis from the San Francisco regional water system.
  
The BAWSCA was enabled by AB 2058 (Authors: Assembly members Louis Papan, John Dutra and Joe Simitian). The Legislature’s overwhelming support for the bill demonstrated the state’s recognition of the need for local government to protect the health, safety and economic well being of 1.7 million people, businesses and community organizations in the three counties.  
  
The BAWSCA is the only entity having the authority to directly represent the needs of the cities, water districts and private utilities (wholesale customers) that depend on the regional water system. BAWSCA provides the ability for the customers of the regional system to work with San Francisco on an equal basis to ensure the water system gets fixed, and to collectively and efficiently meet local responsibilities.
The BAWSCA has the authority to coordinate water conservation, supply and recycling activities for its agencies; acquire water and make it available to other agencies on a wholesale basis; finance projects, including improvements to the regional water system; and build facilities jointly with other local public agencies or on its own to carry out the agency’s purposes.  
  
The BAWSCA is governed by a twenty-seven (27) member Board of Directors comprised of respected community leaders representing the 25 cities and water districts that are member agencies of BAWSCA, and two private utilities that also have appointees to the board, Stanford University and California Water Service Company. Santa Clara County Board of Supervisors only appoints to the seat representing Stanford University.

BEHAVIORAL HEALTH BOARD
Ordinance No. NS-300.880 of the Board of Supervisors of the County of Santa Clara repealing Chapter VII of Division A18 of the County of Santa Clara ordinance code relating to the Mental Health Board enacted a new Chapter VII of Division A18 of the County of Santa Clara ordinance code relating to the Behavioral Health Board.
  
The Behavioral Health Board ("Board") shall do the following:
(A) Review and evaluate the community's mental health and substance use disorder ("SUD") needs, services facilities, and special problems;
(B) Review any County of Santa Clara ("County") agreements entered into pursuant to Welfare and Institutions Code§ 5650;
(C) Advise the Board of Supervisors and the County Behavioral Health Director as to any aspect of the County's behavioral health program;
(D) Review and approve the procedures used to ensure citizen and professional involvement at all stages of the planning process;
(E) Submit an annual report to the Board of Supervisors on the needs and performance of the County's behavioral health system;
(F) Review and make recommendations on applicants for the position of County Behavioral Health Director. The Board shall be included in the
selection process prior to the appointment by the appointing authority;
(G) Review and comment on the County's performance outcome data and communicate its findings to the California Mental Health Planning Council;
(H) Assess the impact of the realignment of services from the State to the County on services delivered to clients/consumers and on the local community, and assess the effective use of these funds in the community; and
(I) Carry out any other duties given to the Board by the Board of Supervisors.  
  
The Board shall consist of 16 members appointed by the Board of Supervisors. Each member of the Board of Supervisors shall appoint three members. One member of the Board of Supervisors shall serve as a member of the Board. When the designated Supervisor is unable to
attend the Board's regular monthly meeting, the Supervisor's aide may represent him/her by having a seat and voice, but may not cast a vote.
At least 50 percent of the Board membership shall be consumers or the parents, spouses, siblings, or adult children of consumers, who are receiving or have received, mental health services. A majority of that group shall be consumers or the parents, spouses, siblings, or adult
children of consumers who have received mental health services from a public agency. At least 20 percent of the total membership shall be consumers, and at least 20 percent shall be families of consumers.
In addition, a cross section of at least five members shall have experience (personal, family member or professional) with a Substance Use Disorder and at least one of the three members appointed by each Supervisor shall have experience (personal, family member or professional) with a Substance Use Disorder.
Board membership should reflect the ethnic diversity of the client/consumer population in the County. And to the extent feasible, the composition of the Board shall represent the demographics of the County as a whole.  
  
The Board may recommend appointees to the Board of Supervisors through its Recruitment Committee, which shall assess the candidate's interest and demonstrated commitment to behavioral health advocacy, educate the candidate about responsibilities and duties of Board
members, and encourage the candidates to attend a meeting of the Board or Executive Committee prior to recommendation. The Recruitment Committee shall then advise the Executive Committee of its recommendation prior to recommending appointees to the Board of
Supervisors.
The Recruitment Committee shall be responsible for working with the Board of Supervisors to ensure that the composition of the Board complies with state law.  
  
The terms of each Board member, except the member of the Board of Supervisors, shall be three years. No member shall be eligible to serve on the Board for more than three consecutive terms without a break in service from the Board for at least one Board year, except that a partial term does not count toward the three-term limit.

BOARD OF PLUMBING EXAMINERS
The Board of Plumbing Examiners shall determine the competency and knowledge of persons who are required to hold a Certificate of Competency. Persons passing such examinations are then issued Certificates through the Board of Supervisors.
  
The Board of Supervisors established the Board of Plumbing Examiners in accordance with Ordinance No. NS-300.57. Ordinance No. NS-1100.99 amended the Board of Plumbing Examiners on December 12, 2006 (item No. 79) and authorized subpoena authority for Boards and Commissions.  
  
The Board is composed of seven (7) members appointed by the Board of Supervisors.  
  
Members shall be selected as follows:

BURBANK SANITARY DISTRICT

CERTIFICATION APPEALS BOARD

CHILD ABUSE PREVENTION COUNCIL
The Council has been active in carrying out its original charge of recommending programs for funding by the Children’s Trust Fund. The Children’s Trust Fund consists of funds from fees for birth certificates, collected pursuant to Section 103625 of the Health and Safety Code, grants, gifts, or bequests from private sources to be used for child abuse and neglect prevention and intervention programs, and any funds appropriated to the County for the trust fund by the Legislature.
  
The Child Abuse Council originated as the Child Abuse and Neglect Coordinating Committee, an organization created in 1982 when the state authorized funding for child abuse and neglect services. On February 24, 1987, the Board of Supervisors designated what is now called the Child Abuse Council as the local voluntary commission, board, or council to carry out the purposes of Section 18966 of the State Welfare and Institutions Code.  
  
The duties of the Council are: 1) To provide a forum for interagency cooperation and coordination in the prevention, detection, treatment and legal processing of child abuse cases. 2) To promote public awareness of the abuse of children and the resources available for intervention and treatment. 3) To facilitate training of professionals and paraprofessionals in the detention, treatment and prevention of Child Abuse. 4) To recommend to the Board of Supervisors improvements in services to families and victims to encourage and facilitate community support for child abuse programs. 5) To screen candidates for the Allocations Committee who recommend to the Board of Supervisors programs to be funded with the Children’s Trust fund.  
  
The membership of the Council consists of twenty-three (23) voting members.  
  
The Council is committed to maintaining a balance of Voting Members that are representative of a cross-section of the community with varied professional experience. In accordance with Welfare and Institutions Code $ 18982.1, the Council shall encourage representatives from the following:
Public child welfare services, such as, the County welfare or children's services department, County Probation Department, and Licensing agencies.
The criminal justice system, such as, Law enforcement, the Office of the District Attorney, the courts, and the County Medical Examiner-Coroner.
Prevention and treatment services communities, such as, the Medical and mental health services. Community-based social services, and Public and private schools.
Community representatives, such as, Communityvolunteers, Civic organizations, and the religious community.  
  
Terms of office are four (4) years. A member who has served less than one full four (4) year term may automatically be recommended for a full term. CITIES ASSOCIATION OF SANTA CLARA COUNTY
The purpose and functions of this Association shall be as follows:
a. To review, study, develop consensus positions, and recommend on issues of interest to Santa Clara County cities;
b. To develop a common agenda for Santa Clara County cities;
c. To serve as a unified voice for Santa Clara County cities in relationship to other agencies, organizations, and levels of government, including the Peninsula Division of the League of California Cities;

e. To assist in development of state-wide legislative policy through the structure of the League of California Cities;
f. To serve as a source of education, information and networking for officials from all cities in Santa Clara County;
g. To provide a forum for non-city individuals, groups and organizations and the private sector to address items of interest to Santa Clara County cities.
BOARD OF DIRECTORS
Section 1. Selection and Tenure. The Board of Directors of this Association shall be composed of a representative from each member city, selected by and from the legislative body thereof. Each Board member shall hold office at the pleasure of his or her City's legislative body, and selection shall be made in such manner as the respective legislative bodies of member Cities may themselves determine.
Section 2. Alternates. The legislative body of a member City may, in its discretion, select from among its members an alternate to represent that City on the Board of Directors and vote in the absence of the member from that City.
Section 3. Notice of Appointment. The legislative body of each member City shall, immediately upon the selection of one of its members as a member of Board of Directors, or as alternate, advise the Association Secretary/Treasurer of such appointment.
Section 4. Ex Officio Members. The Santa Clara County/ Cities Managers’ Association, an advisory committee to the Association according to the provisions of Article VI, Section 1(d), and the Santa Clara County Board of Supervisors may each appoint one of its members to serve as an ex officio member of the Board of Directors. The ex officio member may participate in deliberations but shall not participate in voting or in any of the privileges of membership, and shall not be counted for the purpose of determining whether a quorum of the Board is present.
Section 5. Compensation. No member of the Board of Directors, including officers, shall receive any compensation from the Association for his or her services as a member of the Board. No member of the Board, including officers, shall be entitled to reimbursement from the Association for expenses incurred on Association business unless such reimbursement shall be authorized in advance by the Board of Directors, or unless such reimbursement is authorized and distributed by the member’s respective city
Section 6. Duties. It is the responsibility of the members of the Board to report to and solicit comments from their fellow City Council members on major issues and to keep their City Councils informed on the business of the Section.
  
The Cities Association of Santa Clara County was formed in 1990 to represent the mutual interests of the diverse fifteen cities of Santa Clara County. The Cities Association presents a unified voice in relationship to other agencies, organizations, and levels of government. On 10/21/10, the Association amended its by-laws to create an ex officio seat on its Board of Directors for a member of the Santa Clara Board of Supervisors.  
  
It is the responsibility of the members of the Board to report to and solicit comments from their fellow City Council members on major issues and to keep their City Councils informed on the business of the Section.  
  
Section 1. Membership. Each City in Santa Clara County which is a member of the League of California Cities and which has paid in full the Section dues required under Article VII of these Bylaws shall be a member of the Association.

CITIZENS’ ADVISORY COMMISSION ON ELECTIONS
The Citizens' Advisory Commission on Elections was established by the Board of Supervisors by adoption of Ordinance No. NS-300.796 on December 16, 2008, in accordance with Sections 500 and 506 of the County Charter.  
  
The Commission shall act in an advisory capacity to the Board of Supervisors and the Registrar of Voters with respect to: 1) Promoting the integrity, efficiency, and accuracy of voter registration and election processes. 2) Encouraging the widest possible citizen participation in elections, including attending to the particular needs of new citizens and ensuring bilingual needs are met. 3) Promoting voter education and outreach. 4) Providing appropriate and timely information and advice to the Board of Supervisors and Registrar of Voters through the Finance and Government Operations Committee . 5) Submitting an annual work plan to the Board of Supervisors through the Finance and Government Operations Committee for consideration in May and final approval by the Board of Supervisors in June. 6) Submitting a separate periodic report to the Board of Supervisors through the Finance and Government Operations Committee on or before June 30, 2010, and every two years thereafter on or before June 30 pursuant to Chapter XII, Section A6-152 of the Santa Clara County Ordinance Code. 7) Remaining abreast of continuous and progressive technological advancements relating to the voting process.  
  
The Commission shall consist of five (5) members, each of whom shall be representatives of the five County supervisorial districts appointed by each Supervisor. The Board of Supervisors may also establish two additional at-large commissioners, whose positions shall be filled by rotating the “right of nomination” among the supervisorial districts, for a maximum of seven (7) members.

CITIZENS’ OVERSIGHT COMMITTEE FOR MEASURE A (2008)
Measure A was passed by the voters of the County in 2008 to fund the seismic safety compliance project at Santa Clara Valley Medical Center and to fund replacement medical facilities in downtown San Jose.
  
The Citizens' Oversight Committee for Measure A was established by the Board of Supervisors' by adoption of Ordinance No NS-300.797, on January 13, 2009, in accordance with Sections 500, 506, and 804 of the County Charter.  
  
The Committee shall conduct an annual review of the report issued by the chief financial officer for the County detailing the amount of bond proceeds collected under Measure A and expended during the preceding year. The Committee shall conduct an annual public meeting to discuss its findings with respect to the bond proceeds being expended for the purposes specified in Measure A.  
  
The Committee shall consist of ten (10) members, none of whom shall be elected officials or employees of the County of Santa Clara or City of San Jose.

CODE ENFORCEMENT APPEALS BOARD
The purpose of this body is to provide an appeals board for any interested person dissatisfied with any decision by the Building Official or his duly authorized representative with respect to the suitability of alternate materials, alternate methods, and types of construction, or interpretation of the various building, plumbing, electrical, and construction codes.
  
The Code Enforcement Appeals Board was established June 12, 1979, in accordance with Santa Clara County Ordinance No. NS-1100.52, amended by Ordinance No. NS-1100.98, adopted December 12, 2006, and by Ordinance No. NS-1100.103, adopted on June 24, 2008.  
  
Any interested person dissatisfied with the decision of the Code Enforcement Appeals Board may appeal the decision to the Board of Supervisors by filing a written appeal with the Clerk of the Board within ten calendar days after written notice of decision. The Code Enforcement Appeals Board must meet and render its decision within thirty days of the date of appeal.  
  
The Board consists of five (5) members.

The purpose of the Commission is to advise the Board of Supervisors, the County Executive, employee groups, community groups, and the public at large on ways to: promote equal access and oppot1unity; create and maintain accessible programs, services and work environments able to meet the needs of a diverse and multicultural population; and prevent discrimination and harassment in all areas of County employment and County service on account of race, religious belief, color, national origin, culture, ancestry, age, gender, sexual orientation, gender identity, pregnancy, marital status, mental disability, physical disability, medical condition,
political belief, organizational affiliation or association with any individual in any of these groups, and contracting opportunities in accordance with applicable federal, state and County regulations.
In order to effectuate the purpose of the Commission outlined above, the Commission may perform the following functions including but not limited to:
a) Adopt a schedule/work plan for reviewing equal employment opportunity
and disability issues affecting the Santa Clara County community and employees in County agencies and departments.
b) Conduct public presentations on equal employment opportunity and disability matters affecting the Santa Clara County community and employees in County agencies and departments.
c) Invite department heads, officials and others to appear before the Commission for the purpose of providing information, clarification and/or assistance.
d) Prepare and submit to the Board of Supervisors written reports as necessary.
e) Request the Equal Opportunity Department of the Employee Services Agency to provide information on equal employment opportunity and disability issues as needed.
f) Provide outreach to the community in terms of advancing equal employment opportunities within the County and providing information and education on disability rights.
g) Review the workforce profile of County agencies and departments with respect to equal employment opportunity and disability matters.
h) Recommend ways to promote the participation of Disadvantaged Business Enterprises (DBE) in County contracts utilizing federal funds.  
  
The Commission shall consist of 7 members with 5 members allocated equally among the five supervisorial districts and 2 additional members to be appointed by the President of the Board of Supervisors. Each Commissioner shall have a term of four years and until a respective successor is appointed. The terms shall be staggered so that no more than three members' terms expire each year (no member shall be eligible to serve on the Commission for more than three consecutive terms in addition to any portion of any unexpired term which may have been served).

COMMISSION ON THE STATUS OF WOMEN
The general purpose of the commission is to promote the Board of Supervisors' policy to take affirmative action to eliminate the practice of discrimination and prejudice based on gender in the areas of housing, employment, education, community services, and related fields.
  
The Commission on the Status of Women was established by the Board of Supervisors in accordance with Santa Clara County Ordinance No. NS-300.183, adopted December 26, 1973, and last amended by Ordinance No. NS-300.524 on August 10, l993.  
  
The powers and duties of the Commission are: 1) To study and investigate by means of meetings, conferences or public hearings conditions, which demonstrate discrimination or prejudice, based on sex. 2) To consult and cooperate with the Board of Supervisors, the Human Relations Commission, and federal, state, city, and other public agencies and to refer, if requested, to the proper governmental agencies any matters, disputes, or controversies already in the jurisdiction of their existing powers, with the intent that duplication of efforts should be avoided. 3) To prepare and disseminate information in the field of sex discrimination and prejudice and to advise and counsel the residents of the county, the board of supervisors, the county executive, and departments and agencies of the County, cities, special districts, state, and federal governments on matters involving the needs of women and relating to discrimination and prejudice based on gender. 4) To investigate complaints, or to initiate its own investigations, of practices of discrimination and instances of prejudice against any person because of gender, and to seek to resolve such matters through consultation, conciliation and advice. 5) To conduct public hearings within the scope and function of the commission at which testimony is taken under oath. The commission may, when appropriate, request the issuance of a subpoena by the board of supervisors, requiring the production of oral and/or documentary evidence which the board of supervisors finds is reasonably necessary and relevant to the conduct of a commission hearing. Subpoenas shall be issued, served and return made thereon, as provided in Government Code Sections 25170 through 25176. At any hearing before the commission a witness shall have the right to be advised by counsel. 6) To act as conciliator and mediator upon the request of any party to a dispute or controversy within the scope and purposes of the commission. 7) To recommend necessary procedures, programs, or legislation to promote and insure equal rights and opportunities for all women. 8) To render to the board of supervisors each calendar year, a report or reports of its activities. 9) Subject to the approval of the County Executive, to request of any County Department information, services, facilities, and other assistance for the purposes of furthering the objectives of this chapter.  
  
The Commission is composed of fifteen (15) members appointed by the Board of Supervisors. In addition, a member of the Human Relations Commission, designated by that Commission, shall serve as a non-voting member.  
  
All members of this commission shall represent the public at large.  
  
The term for each member of the Commission shall be three years and until his or her respective successor is appointed and qualified. No member shall be eligible to serve on such Commission for more than three (3) consecutive terms in additional to any unexpired term. Members shall serve staggered terms so that no more than five members' terms shall lapse in the same year.

CORDEVALLE YOUTH GOLF FOUNDATION, INC. BOARD OF DIRECTORS
CordeValle Youth Golf Foundation, Inc., is a nonprofit public benefit corporation and is not organized for the private gain of any person. It is organized under the Nonprofit Public Benefit Corporation Law (section 5238) for charitable and education purposes. The specific purpose of the corporation is to engage in charitable and educational activities within the meaning of Section 501c(3) of the Internal Revenue code, that expands golf opportunities of youth of all income levels through out Santa Clara County, including the support of specifically established high school golf programs serving underserved communities within close proximity to public or municipal golf courses.
  
Established by the Board of Supervisors on December 5, 2003.  
  
Duties of the Corporation’s Board of Directors are: 1) Perform any and all duties imposed on them collectively or individually by the law, by the Articles of Incorporation, or the Bylaws. 2) Provide any information that CordeValle Golf Club may reasonably require to comply or evidence compliance with the terms and conditions of the Use Permit Conditions of Approval, File No. 5950-68-28-94P, as amended by the Santa Clara County Planning Commission on September 4, 2003. 3) Appoint and remove, and except otherwise provided in these Bylaws, prescribe the duties of all Officers and agents of the corporation. 4) Supervise all Officers and agents of the corporation to assure that their duties are performed properly. 5) Meet at such times and places as required by these Bylaws. 6) Register their address with the Secretary of the Corporation and notices of meetings mailed or telegraphed to them at such address shall be valid notices thereof. 7) Approve an annual administrative budget for the cost of administering the corporation as provided in condition 7.d.3 of the use permit condition of Approval file No. 5950-68-28-94P. 8) Approval of grants to be made by the Corporation pursuant to Article III, Section 1(a) of these Bylaws. The approval of any such grants shall be made by a majority of vote of at least four (4) Directors of the Corporation. 9) Approve reasonable and appropriate expenditures required conducting and completing the bi-annual graduation ceremonies described in Article III, section 1(b) of these bylaws. The approval of any such expenditure shall be made by a majority vote of at least four (4) Directors of the Corporation. All Corporation expenditures pursuant to Article III, Section 1(b) of these Bylaws shall be funded from corporation revenues that are separated and distinct from any items included in the corporation’s administrative budget adopted pursuant to this Article V, Section 3(g) of these Bylaws.  
  
The Corporation shall have seven (7) Directors, and collectively they shall be known as the Board of Directors. The Directors shall be appointed in accordance with the provisions of conditions 7.d.2a, 7.d.2b and 7.d.2c of the use permit conditions of approval; File No.5950-68-28-94P, as amended by the Santa Clara County Planning Commission on September 4, 2003.  
  
Directors shall be appointed as follows:
a) Five (5) members are appointed by the Board of Supervisors.
b) One (1) member is appointed from the Santa Clara Planning Commission.
c) One (1) member is appointed by the CordeValle Golf Club.  
  
Each Member shall remain in office until such time as the applicable entity responsible for the Director’s appointment as set forth in this Article V; Section 1 of these Bylaws determines to replace that Director with another person.

COUNTY OF SANTA CLARA DEFINED CONTRIBUTION PLANS COMMITTEE
On November 25, 1980 the Board of Supervisors approved the creation of a Deferred Compensation Plan and an oversight Committee. The plan provides County employees the opportunity to save for retirement through pre-tax payroll deductions. On September 29, 2009 the Board of Supervisors expanded the Committee’s oversight responsibility to include both the IRC 457(b) Deferred Compensation Plan and the IRC 401(a) Supplemental Benefit Plan and renamed the committee as the County of Santa Clara Defined Contribution Plans Committee.
  
The Committee shall have the sole power and authority to adopt, alter, amend, revoke or interpret any rules and policies, necessary for the administration of the Plan, provided they are not inconsistent with the provisions of the Plan, or Section 457 of the Code, and any rules or regulations issues thereunder.  
  
The Committee is comprised of a nine-person committee appointed by the County Board of Supervisors in accordance with Section 457 of the Internal Revenue Code and the County of Santa Clara Deferred Compensation Plan Document.
