Santa Clara County is a diverse region. This must be recognized in Census outreach – even though it is cost-effective, a -one-size-fits-all approach might not be effective. Additionally, most efforts have been focused on hard to count populations, whereas Cities’ roles will be to encourage every household to complete a Census survey. Many individuals living in the County speak a language other than English as a first language and many do not speak English at all. For example, 45.9% of people in Gilroy speak a non-English language and Santa Clara has 52,847 foreign-born residents. There are many unhoused or unstably housed individuals living in the County, so many do not receive the same mailings and communications from their cities. The City of San Jose has the capability and capacity to dedicate City resources/staff for Census, but most other cities do not. The County will need to provide that support.
