The U.S. Census Bureau must recruit up to 1,500 field staff to support Census operations in Santa Clara County. To accomplish this, the Bureau must recruit five (5) qualified applicants for every Census worker hired. The recent Census Barriers, Attitudes, and Motivators study highlighted the importance of recruiting people from hard-to-count communities who are culturally responsive and speak the language of the hard-to-count residents. There a numerous challenges facing the Census Bureau in terms of recruitment. First, the economy - particularly in Santa Clara County - is strong with low unemployment. Santa Clara County has only a 2.4% unemployment rate, among the lowest in its history. Growing distrust in the Federal Government, which has worsened with the recent shutdown. This has detracted from the appeal of government jobs. Finally, a new mostly online job application process is creating digital barriers that may hinder traditional applicant pools, such as senior citizens.
