Support Staying Safe During Isolation and Quarantine

If you test positive for COVID-19 or have been exposed to COVID-19, we can help you and your family to stay safe and to reduce and eliminate the spread of COVID-19. In partnership with several, local cities, the Santa Clara County Isolation and Quarantine Support Program provides one-time assistance while you are isolating and quarantining:

Motel placements (if you are unable to isolate or quarantine from others); and
Groceries, household and baby supplies delivery (so you may remain at home in IQ); and
Financial or rental assistance to qualifying residents of Santa Clara County.

If you test positive for COVID-19 or have been exposed to COVID-19 through close contact, We can help you and your family stay safe! To be eligible, the household income must be less than 80% Area Median Income. (For example, a family of 4 with an annual income of $112,150 will qualify.)

We can help with:

Emergency rental and/or financial assistance
- Financial assistance: one-time payment of up to $2,500 for qualifying family or $2,000 for qualifying individual.
- Rental assistance: one-time payment of up to $5,000 for one month’s rent and utilities.
Grocery Delivery
A one-time delivery of groceries and/or cleaning supplies to a residence
A motel room with clean linens and laundry service
Motel with supportive services for cases and contacts who cannot safely isolate or quarantine at home or who do not have a home. At this hotel, the County offers limited case management services, three meals per day and laundry services.

Who Can Receive Help?

You may be eligible to receive help if you meet the following requirements:

Tested positive for COVID-19 or were exposed through close contact to a person confirmed to have COVID-19 within 90 days of your request for IQ Support Program Assistance;
To be eligible, the household income must be less than 80% Area Median Income. For example, a family of 4 with an annual income of $112,150 will qualify.
Can show a loss of income related to COVID-19 positive test result or close contact exposure; and
Currently reside in unincorporated Santa Clara County or a participating city with proof of address on an ID or bill (See chart below).

How do I know if I qualify based on my income?

The combined household income level must be below 80% the Area Median Income (AMI) for Santa Clara County. See chart below based on number of people in household and maximum, combined income level.

Can I apply if I am undocumented?

The IQ Support Program will provide assistance to qualifying individuals regardless of immigration status.

I have been out of a job since the beginning of the pandemic. Do I qualify?

All qualifying applicants must demonstrate that they have lost income due to being COVID positive or being exposed to a close contact. Being unemployed because non-essential businesses were shut down due the pandemic does not qualify an individual for assistance in the IQ Support Program.

How long will it take for someone to return my call if I leave a message on the hotline?

The expected response time to hear back from a County IQ Coordinator is one day. IQ Coordinators call people back three times before closing the application request if no one responds.

How long will it take to process my financial assistance request, if I qualify?

Once the intake process is complete and all of the required documents are submitted, then requests are processed within days. Checks are then mailed to qualifying clients; please allow for mailing time of up to 10 days.

How long will it take before I get help with grocery and/or supply deliver?

Orders are placed within 24 hours of the request from a qualifying individual. Groceries are only provided once per residential address.

I share a home with two other families. Does each family qualify for financial assistance?

If the separate families handle their finances independently of each other, then they may each qualify as separate households. Each family must apply and meet all of the eligibility requirements to receive financial assistance.

I was sick back in July. Can I apply for financial assistance?

Applicants must have a positive COVID test result or confirmed close contact exposure within 90 days of the application request to qualify for financial assistance.

What documents do I need to apply?

To start the process, all applicants must provide an ID and proof of address in a participating city or unincorporated Santa Clara County. Other documents may be required based on the type of service requested, including a self-certification of loss of income (form provided by the IQ Support Program).
