Christine Stavem, Chief of Staff
Christine Stavem joined the District 1 office in 2018. Since 2016, she served as Communications Director and Public Safety Aide to Supervisor Ken Yeager, and previously served as Deputy Chief of Staff and Advisor to Supervisor Joe Simitian. Christine also served as Chief of Staff to First Lady Maria Shriver, Office of Governor Schwarzenegger, and as Chief of Staff to the New Mexico Secretary of Public Education. Christine holds BA and MA degrees in Journalism from the University of Arizona.

Evelyn Lopez, Scheduler / Executive Assistant
Evelyn has over 20 years of experience with the Santa Clara County Board of Supervisors. She has served as the Scheduler and Executive Assistant for the District 1 office for 14 years and previously served in the same capacities for Santa Clara County Supervisors Dianne McKenna and Zoe Lofgren. Evelyn lives in San Jose.

Stacey Greenwell, Board Aide
Stacey joined the District 1 office in 2011 and has extensive office experience in both the public and private sectors. Most recently, Stacey worked as a Deputy Clerk in Assessment Appeals for the Santa Clara County Clerk of the Board. Stacey lives in San Jose.

Heather Wilson, Policy Aide
Heather joined the office in 2015 and has more than 15 years of experience as a government analyst and education consultant for various private organizations and non-profits that support public agencies. She received her BA in Organizational Studies from Pitzer College, a Claremont College in 2003 and her

Francisco Villalobos, Policy Aide
Francisco Villalobos joined the office in 2016 as an intern out of college and now holds the position of a Policy Aide. Being a San Jose native, he graduated from Archbishop Mitty High School and continued his education at San Jose State University where he obtained a BA in Political Science and a minor in Communication Studies. Francisco is proficient in Spanish and has experience serving the Hispanic community. Francisco lives in San Jose.

Kira Valenta, Policy Aide
Kira joined the District 1 office in 2017 as a graduate intern and now holds the position of Policy Aide. A Bay Area native, she received her Bachelor's degree from UC Santa Cruz in Environmental Studies and her Master of Public Administration degree from San Jose State University where she graduated top of her class, Summa Cum Laude. Kira and her new husband currently reside in Mountain View.

Christopher Hoem, Policy Aide
Christopher has over a decade of experience working in city and county planning and development. He joined the District 1 office in 2019 after serving over two years as a Planner for the County of Santa Clara. Previous to working for the County, he served as a Planning Director for local governments in Idaho and Utah. After serving as an ecclesiastical volunteer in Mexico for two years (2003-2005), he earned a Bachelor’s degree in Urban, Rural, and Environmental Planning from Brigham Young University and a Master of Public Administration degree from San José State University. Christopher went to Prospect High School and lives in Supervisorial District 1 in San José with his wife and four children.
