John L. Gibbs, Chief of Staff
John has 29 years of experience serving the County Board of Supervisors. He also serves as on the County Parks and Recreation Commission. John earned his bachelor’s degree in political science from San José State University in 1983, a law degree from Willamette University College of Law in 1986 and then returned to San José State University for his Master of Public Administration degree in 1990. John lives in San Jose.

Evelyn Lopez, Scheduler / Executive Assistant
Evelyn has over 20 years of experience with the Santa Clara County Board of Supervisors. She has served as the Scheduler and Executive Assistant for the District 1 office for 14 years and previously served in the same capacities for Santa Clara County Supervisors Dianne McKenna and Zoe Lofgren. Evelyn lives in San Jose.

Roland Velasco, Policy Aide
Roland began his public service career with Santa Clara County in 1997. In addition, he has served over 10 years on the Gilroy City Council, which gives him a unique opportunity to blend his passion for politics and public policy. Roland has a Master’s degree in Public Administration from the University of San Francisco and a Bachelor’s degree in Political Science from San José State University. Roland lives in Gilroy.

Elizabeth Sanford, Policy Aide
Elizabeth has worked for District 1 since 2010 and brings with her more than a decade of federal, state and local government experience. She graduated from California State University, Monterey Bay with a bachelor’s degree in Global Studies and later from San José State University with a Master of Public Administration degree.

Stacey Greenwell, Board Aide
Stacey joined the District 1 office in 2011 and has extensive office experience in both the public and private sectors. Most recently, Stacey worked as a Deputy Clerk in Assessment Appeals for the Santa Clara County Clerk of the Board. Stacey lives in San Jose.

Heather Wilson, Policy Aide
Heather joined the office in 2015 and has more than 12 years of experience as a government analyst and education consultant for various private organizations and non-profits that support public agencies. She received her BA in Organizational Studies from Pitzer College, a Claremont College in 2003 and her MPA from the University of New Mexico in 2010. Heather lives in San Jose.

Francisco Villalobos, Policy Aide
Francisco Villalobos joined the office in 2016 as an intern out of college and now holds the position of a Policy Aide for Supervisor Wasserman. Being a San Jose native, he graduated from Archbishop Mitty High School and continued his education at San Jose State University where he obtained a BA in Political Science and a minor in Communication Studies. Francisco is proficient in Spanish and has experience serving the Hispanic community. Francisco lives in San Jose.

Kira Valenta, Policy Aide
Kira joined the District 1 office in 2017 as a graduate intern and now holds a Policy Aide position for the office. A bay area native, she received her BA degree from UC Santa Cruz in Environmental Studies and is currently working on her MPA at San Jose State University.
