Kristina Loquist, Chief of Staff
Housing/Homelessness, Land Use
​Kristina Loquist has staffed Supervisor Simitian on land use, parks and open space, and housing and homelessness since his return to the Board of Supervisors in January 2013. Prior to that she worked on his staff in a variety of roles both when he served as a County Supervisor and as a member of the State Legislature. 

Micaela Hellman-Tincher, Policy Director
Social Services, Non-Profits, Behavioral Health, Seniors, Immigration

Micaela Hellman-Tincher works as a policy aide in Supervisor Simitian’s office. Previously she worked in non-profits in San Francisco and Rwanda, and before that she worked in advocacy in Washington, DC. Micaela has an MA in International Policy Studies from Stanford, and a BA in Economics and International Relations from George Washington University. Micaela is originally from District Five, and enjoys serving the community where she grew up. ​​

Gabe Carhart
Communications, Press/Media, Outreach, Veterans 
Gabe Carhart covers communications, media, and outreach for Supervisor Simitian. He has worked previously in political and governmental offices throughout the Peninsula and South Bay, as well as in Washington DC. Gabe has a BS in political science from Santa Clara University.​
Candace Joy​rg
Women's Issues, LGBTQ+, The Arts, Sustainability 
Candace Joy is a long-time Simitian staffer who has been with Supervisor Simitian since his days in the California State Legislature. She works on an array of subject matter including women’s issues, LGTBQ+ affairs, the arts, and environmental sustainability and conservation (including water, trees, animals, and waste management). Candace’s passion for sustainability began in college where she led the policy team on the Zero Emission Model (ZEM) tiny-house project at San Jose State University. She also has a devotion to good governance and previously worked with the California Ethics and Democracy Project as a consultant. ​ 

Jamie Livingston
Outreach and Communications

​Jamie Livingston works on outreach and strategic communications for Supervisor Simitian.  Previously Jamie worked for Change Research as a Fellow, and served as campaign manager for a successful school board campaign, and was born and raised in Palo Alto. She has a B.A. in Political Science from Sonoma State University.    

Brian Pascal
Public Safety/Justice, Technology, Privacy 
Brian Pascal is Supervisor Simitian’s policy advisor on public safety, criminal justice, surveillance, data privacy and security, and science and technology. He has worked in a variety of fields at the intersection of technology, law, and policy as an academic, a consultant, and an attorney. Brian received his law degree from the University of Michigan Law School, his undergraduate degree in physics from Duke University, and in between he studied science writing at the Massachusetts Institute of Technology. He is also a non-residential fellow at Stanford Law School’s Center for Internet and Society.
Christine Prior 
Meeting Requests, Education, Parks, Press/Communications, Interns

Christine Prior serves as Supervisor Simitian’s scheduler and executive assistant. She also works on federal affairs, education, parks and manages the office’s intern program. Christine received a degree in political science and public policy from the University of California, Berkeley. 
Kris Zanardi
Budget, Finance, Transportation, Registrar of Voters

​Kris Zanardi works on budget, transportation, intergovernmental relations, education, and matters within the jurisdiction of the Finance and Government Operations Committee, of which Supervisor Simitian is Chair. Previously she worked at the City of San Jose, focused on the City’s budget, and for over twenty years at the state level working on public policy and budget matters in various capacities for the California State Legislature. Kris has a Bachelor of Arts degree from Cal Poly San Luis Obispo.
​Antonia Zavala
Board Presidency, Outreach, Event Planning

Antonia Zavala is a policy aide working in the areas of the Board Presidency, Outreach, and event coordinating.  She also covers the cities of Palo Alto and Sunnyvale.  Previously, Antonia served on the Foothill-De Anza Board of Trustees as an elected Student Trustee.  Antonia, a daughter of an immigrant and a first generation student graduated from the University of California-Riverside with a B.A. in Global Studies. Antonia is a dedicated community member and is currently serving on the boards of the Silicon Valley Princess Project as a Community Lead and The Palo Alto Alumnae Association of Kappa Association as their Philanthropy Chair.​
