The County of Santa Clara Receives Responses to its RFQ for the Fairgrounds District
On August 23, 2016, ten organizations responded to a Request for Qualifications (RFQ) and Expression of Interest approved by the Board of Supervisors at its June 21, 2016, regular meeting for qualified business operators and investors who can assist the County in developing the 150-acre Santa Clara County Fairgrounds District. The goal is to transform the District into a vibrant regional community gathering place with recreational opportunities for residents and visitors. , nine of the ten organizations responded to the RFQ with a 15 minute presentation to discuss its concept and the organization’s qualifications. A copy of all ten of the presentations is available here
. The public was invited to attend and listen to the presentations, but due to time limitations there was no question and answer period or public input for this event.
On Tuesday, October 18, 2016, the Board of Supervisors will receive the report from staff on the results of the RFQ process.
No ranking or evaluation is made in the report since any decision to be made will only be done upon completion of the RFP process. The Board is not expected to take any action on the RFQ responses other than to accept the report; however, if anyone has comments they wish to make, this is one of the opportunities they have to do that.

. In addition to receiving the report, the Board will have an opportunity to consider various elements of a preliminary draft RFP, which is one of the attachments. A public meeting will be scheduled for November, at which time the draft RFP, with any additions or changes, will be discussed in detail with interested members of the community.
Subject to guidance from the Board, it is expected that staff will return to the Board with a more complete Request for Proposals at one of the regular December 2016 Board meetings for its review and an authorization to release. All will be welcome to respond to the Request for Proposals when it is issued, including all the Respondents to the RFQ, as well as any others that did not respond to the RFQ but are now interested in submitting a proposal.
This is all part of the Santa Clara County Board of Supervisors’ ongoing effort to ensure that the planning process for the Fairgrounds is inclusive and transparent. The current process of engaging the community and soliciting ideas for creating a vision for the Fairgrounds has been underway since late 2014.
