Controller-Treasurer Department

The Controller-Treasurer Department provides the County's central accounting, disbursement (payroll and claims), internal audit, treasury, debt financing, and property tax distribution functions.

Mission Statement
The mission of the Controller-Treasurer Department, as steward of the public's financial resources, is to promote the County's financial viability by managing its accounting systems and assets with integrity.

Office of the Tax Collector

The Office of the Tax Collector bills and collects property taxes, administers tax-defaulted property until disposition, processes all tax roll changes, and provides tax information.

Mission Statement
To provide accurate tax information and optimum service to the public through the efficient collection of property taxes. Property taxes fund public agencies that provide services and benefits to the residents of the County of Santa Clara.

Department of Revenue

 The Department of Revenue takes care of billing and collection services for major County departments, such as the Santa Clara Valley Health and Hospital System, Santa Clara County Consolidated Court, Adult and Juvenile Probation, Office of the Sheriff, General Services Agency, County Library, Office of the Public Defender, and the Employee Services Agency.

Maximize collection of accounts receivable at the least possible cost, while providing the highest quality of service.

Clerk-Recorder's Office

The Clerk-Recorder's Office records and files documents and maps; collects transfer taxes and fees; issues passports and marriage licenses; registers births/deaths/marriages; performs marriage ceremonies; provides services related to Fictitious Business Names, Notary bonds and registration of professional agents; provides view access to documents and certificates; provides copies and extracts of same.

The Clerk-Recorder's Office provides an environment in which employees work as a team to promote professional and personal growth and to support team members in providing a level of customer service which exceeds expectations of courtesy, caring and respect. Using the latest technology and training, we will provide accurate information and assistance to every customer. Our goal is to maintain a workplace atmosphere where communication lines are clear and open and where achievements are recognized, valued and acknowledged.

Mission Statement

  • County Recorder: To preserve and provide for the public a true and reliable, readily accessible, permanent account of real property and other official records and vital human events, both historic and current, and to do so with commitment, courtesy and excellence.
  • County Clerk: To process and maintain public records on business names and on individuals from certain professions, and to process and issue licenses and certificates for marriage in compliance with statute, and to do so with commitment, courtesy and excellence.
