Manager, Office of Gender-Based Violence Prevention
Carla Collins
As Manager of OGBVP, Carla Collins created and is now implementing a plan for the County to effectively address the full spectrum of gender-based violence and abuse. Carla has more than a decade of experience on survivor-centered, trauma-informed policy, practice and evaluation to increase victim safety and batterer accountability. She started her County career 17 years ago coordinating the Network for a Hate-Free Community, growing a network of over 100 county agencies, local organizations, and community leaders to identify and implement initiatives to interrupt prejudice. She also worked in the County’s Office of Women’s Policy (OWP) on issues related to domestic violence, equal pay, work-life balance and leadership development. As Assistant Director for OWP, she informed and developed policies that focused on the needs of women and girls, particularly from marginalized communities, and earned state and national recognition for her work in leadership, economics, and justice reform. In January 2019, Carla was honored to be appointed as Trustee 3 with the San Jose Unified School Board. She also proudly serves as First Vice President of her union, CEMA. Carla earned a degree in Philosophy with an emphasis in Ethnic Studies from Santa Clara University.

Julie Ramirez
Julie oversees the Community Grants Program for agencies to provide direct services and prevention strategies to address intimate partner violence, sexual assault, and human trafficking. She will also develop training plans to support trauma-informed systems as the Office develops and implements its countywide strategic plan. After eight years of developing policies and administering programs for the County’s Office of Women’s Policy, Julie brings specialized program knowledge, communication skills and contract management abilities that will allow the newly created Office to build off the foundation she helped establish during her time at the Office of Women’s Policy. Julie’s strong commitment to public service runs deep and is demonstrated by her long history of volunteering in the community. She currently serves on the Board of Directors for San Jose Jazz and Somos Mayfair. She has been recognized by her peers for her community service, receiving the 2013 La Familia Award from the Hispanic Foundation of Silicon Valley, The Sisterhood Award from the Latina Coalition of Silicon Valley in 2019, and was recently one of 18 participants from the state of California to be named a Rise Up California Leader to improve gender equity and advance social justice. Julie earned her bachelor’s degree in Communication Studies and her master’s degree in Public Administration from San Jose State University.
