Mission Statement
The mission of the Office of Housing and Homeless Support Services (OHHSS) is to develop policies and coordinate services benefiting the homeless population. To this end, the Homeless Concerns Coordinator facilitates joint efforts with other levels of government, community-based organizations, and the private sector to advocate for legislation and further public policies to end homelessness.

HUD Housing Program for Homeless Addicted to Alcohol (HHAA)

Provides scattered site rental housing (with tenant-based rent subsidies) and support services to 42 chronically homeless individuals who are addicted to alcohol, many of whom have co-existing mental illness.

The services are being provided on a contractual basis by EHC LifeBuilders and the program participants are referred by several partnering agencies throughout the county.

HUD Mental Health Permanent Supportive Housing Program

  • Provides scattered site rental housing (with tenant-based rent subsidies) and support services to 20 chronically homeless individuals with mental illness.
  • The services are provided on a contractual basis by Catholic Charities and the program participants are referred through the Care Coordination Project.
Shelter Plus Care Program
MH collaborates with the Housing Authority to oversee the involvement of the Case Managers with their clients participating in the S+C program.  This includes ensuring that they receive the appropriate HMIS training.

Cold Weather Shelter Program (CWSP)

The MHD oversees the contract with EHC LifeBuilders (or another qualified and approved homeless service provider) to provide shelter and collaborative support services to homeless individuals at the Gilroy and Sunnyvale Armories and EHC’s Reception Center during the cold weather months, from the Monday after Thanksgiving to the end of March.

THU Housing Program

  • Provides scattered site transitional housing to FSP/CJS enrollees.
  • The housing services are being provided on a contractual basis by Community Solutions, InnVision, Rainbow Recovery, EHC LifeBuilders and at the County’s Evans Lane site.

UPLIFT County Share Contract

Provides for the distribution of transit passes to agencies serving the homeless, ensuring that all the recipients receive case management services.

Outreach and Engagement of Homeless Individuals

Respond to phone calls/emails to reach out to and help the homeless in the streets or in encampments.

Biennial HUD-Mandated Homeless Count/Survey Contract

Every other year in January an agency contracting with the department coordinates the efforts of 300 volunteers (homeless individuals and members of the community) to train the volunteers; count the homeless in all locations throughout the county; integrate the statistical count of those homeless in shelters with those counted on the streets and in encampments; conduct a survey of the homeless to gather a representative sample of the information describing the condition of the homeless; and publish a report that explains in detail all the information gathered through the census count and the survey.
