Training and Exercise Opportunities

OES provides a comprehensive training and exercise program composed of emergency management courses, drills, functional and tabletop exercises.

Emergency Operations Plan (EOP)
+

The Santa Clara County OES Emergency Operations Plan (PDF) establishes the County's incident management organization that supports first responders, facilitates public information and interagency communication, and maintains continuity of government. OES has developed hazard and function specific annexes to support implementation of the Emergency Operations Plan.

Emergency Operation Plans Jurisdictional Model (PDF)​. The purpose of this model is to provide instructions, guidance, and sample text for the development of city/jurisdiction emergency operations plans in accordance with Comprehensive Preparedness Guide 101: Developing and Maintaining Emergency Operations Plans (CPG-101).

The LHMP planning team identified the Op Area’s hazards of concern and created an action plan to address:
 

  1. Dam/levee failure
  2. Drought
  3. Earthquake
  4. Flooding
  5. Landslide/mass movement
  6. Severe weather
  7. Wildfire

In addition to the County of Santa Clara and the Santa Clara County Fire Department, each of the 15 cities and towns in the Operational Area met the federal Disaster Mitigation Act participation requirements and are adopting the plan.​

Continuity of Operations and Continuity of Government (COOP & COG)

This plan provides the resources to achieve a COOP/COG capability for County departments. This program is based upon the federal COOP model, as presented in the Federal Preparedness Circular #65, the Department of Homeland Security’s COOP documents, and the State of California’s Standardized Emergency Management System.

OES participates in the Bay Area Joint Information System (JIS): A Framework for Coordinating Public Information and Warning throughout the San Francisco Bay Area

Public information and warning is a critical emergency management capability and an inherent responsibility of local, state, and federal government. The Bay Area Joint Information System is a network of individuals with responsibilities to support emergency public information and warning. Members come together from a broad spectrum of agencies, disciplines, and jurisdictions throughout the Bay Area to work together to coordinate public information and warning efforts before, during, and after emergencies. For more information, send your inquiry via email
