County of Santa Clara Receives Prestigious Recognition for Procurement Excellence

County Leadership Highlighted by National Procurement Institute, Inc.


SANTA CLARA COUNTY, CALIF—The County of Santa Clara Procurement Department has been awarded the prestigious 25th Annual Achievement of Excellence in Procurement® (AEP) Award for 2020 from the National Procurement Institute, Inc. (NPI). This is the second consecutive year that the County of Santa Clara has been honored by NPI, a leadership alliance of the most important professional purchasing organizations around the country.


The AEP award recognizes innovation, professionalism, productivity, and leadership in the field of procurement. The AEP Award is earned by public and non-profit agencies that demonstrate a commitment to procurement excellence. Only 40 counties of the 3,007 in the United States received this coveted recognition.


“The County of Santa Clara’s achievement of this significant national benchmark speaks to the organizational leadership, the County’s commitment to excellence in contracting, and the collective pledge to continuous improvement in ensuring high quality best value contracts,” said Gene Clark, County of Santa Clara Chief Procurement Officer.


The County has 2,183 contracts valued at $4 billion for purchase of goods and services to support health care, social and environmental services, and other important functions for Santa Clara County residents.


The County Procurement Department is committed to providing value, fairness and equal access to business opportunities with a diverse array of public facing and internal County agencies, while leveraging technology to ensure the public receives the best value for tax dollars expended. 


In addition to the National Procurement Institute, Inc. (NPI), the AEP is sponsored by the National Association of State Procurement Officials (NASPO), National Institute of Governmental Purchasing (NIGP), California Association of Public Procurement Officials (CAPPO), Canadian Public Procurement Council/Conseil canadien des marchés publics (CPPC), Florida Association of Public Procurement Officials (FAPPO), National Association of Educational Procurement (NAEP), and Texas Public Purchasing Association (TxPPA). The AEP is supported by the Airport Purchasing Group (APG), OMINA Partners, Sustainable Purchasing Leadership Council (SPLC), and the Universal Public Procurement Certification Council (UPPCC).


The County of Santa Clara government serves a diverse, multi-cultural population of 1.9 million residents in Santa Clara County, California, making it more populous than 14 states in the U.S. combined. The County provides essential services to its residents, including public health protection, environmental stewardship, medical services through the County of Santa Clara Health System, child and adult protection services, homelessness prevention and solutions, roads, park services, libraries, emergency response to disasters, protection of minority communities and those under threat, access to a fair criminal justice system, and many other public benefits.
