Thank you for visiting the Department of Employment and Benefit Services (DEBS) website. To begin your search, all you need to do is select a category listed above and click. This will give you access to information that will help you decide if a particular program may be of assistance to you.

Beware of Scams to STEAL your identity and benefit!

The County of Santa Clara or the State of California will never text or call anyone requesting information such as your EBT card number and/or your Personal Identification Number (PIN).

Never give out your personal information to anyone, or you could have your benefits stolen and they cannot be replaced.  Keep your EBT card number and PIN a secret.  Never give out your social security number, EBT card number or PIN to anyone.

If contacted about your EBT account, immediately call the customer service number on the back of the EBT card, 877-328-9677.

To verify a call from a Santa Clara County Social Services, call 1-877-962-3633.

Text Message Scam:
EBT card recipients report receiving text messages instructing them to call a number where an automated recording asks them to provide personal information including their EBT 16-digit card number and PIN number. When the information is given, the perpetrators then create a card and withdraw funds from the recipient’s accounts. Once the benefits are stolen, they cannot be replaced.

Phone Call Scams:

  • Reports of callers identifying themselves as County staff or Health Care providers asking for personal information. This is known as a phishing call. The scammer is trying to obtain information in order to steal your identity.
  • Reports of a call from 877-217-1186 identifying itself as the California EBT customer service helpline. This phone number is not affiliated with the State of California, and it is fraudulently obtaining EBT information from cardholders.
Cardholders who have already provided card numbers and PINs to a third party should be instructed to call 877.328.9677 to change their PINs or to report their EBT cards as lost or stolen.

The mission of the Department of Employment and Benefits is to transition public assistance recipients to employment and eventual self-sufficiency and to ensure that low-income individuals and families receive necessary health, nutrition, and employment services.

  • Promote various housing assistance programs in order to help eligible, low-income families move into permanent housing.
